Job description

Detention and Escorting Services (DES) is part of Immigration Enforcement and offers some of the most varied and challenging opportunities in Government. Immigration detention plays a vital role in maintaining effective immigration control and securing the UK’s borders. DES is responsible for managing and delivering immigration detention facilities and detained escorting within the UK, with immigration detention a key element of the Government’s immigration strategy, helping to perform the function of removing those not entitled to be in the UK.

Seven immigration removal centres (IRCs), one pre-departure accommodation (PDA) for families, and a number of short-term holding facilities are provided through contracts which include the provision of security operations, management and maintenance services. Our detention facilities provide a humane, safe and secure environment, whilst the Home Office considers their case pending resolution and subsequent removal/deportation from the UK.

The Gatwick IRCs comprise of Brook House, a purpose-built IRC, opened in March 2009. Built to a category B prison standard, it can hold up to 448 male detainees at any one time. Tinsley House opened in May 1996 and has a more relaxed regime. The centre can accommodate 162 men and 1 family. Gatwick PDA opened as a separate facility on the grounds of Tinsley House IRC in June 2017 and is used solely to accommodate families as part of the Family Returns Process. The facility has 2 self-contained apartments for a maximum of 10 people. Serco currently has the contract for the Gatwick sites.

The role of the Operations & Compliance team on-site is interesting and challenging, demanding high levels of co-operation from our clients, stakeholders and suppliers.

You will be required to monitor the contractual compliance of the IRC and PDA service provider, ensuring effective delivery of contracted services and provide assurance that the centre is operating appropriately in line with Home Office expectations, legislation and published standards and policies. This is achieved by regularly walking the Centre and interacting with supplier staff and people who are detained.

Responsibilities

Key responsibilities (but not limited to):

  • Responsible for monitoring contractual compliance, providing regular performance summaries and feedback to the Home Office Compliance Manager.

  • Carry out Immigration Enforcement statutory duties around the IRC, including authorising the use of Removal from Association and Temporary Confinement of detained individuals when required in line with policy.

  • Investigate complaints submitted by detained individuals and escalate when appropriate.

  • Manage the Compliance Team shared inbox, responding to enquiries in a timely fashion.

  • Represent the Home Office at a range of meetings, engaging with supplier staff including senior managers and the Independent Monitoring Board (IMB), and take minutes when required.

  • Monitor and report on the transfer of detained individuals from the IRC onto their chartered removal flight.

  • Engage with families in the PDA, including communicating with them about their case and serving paperwork when required.

  • Provide briefing and advice about the policies and procedures of the IRC to senior managers as and when required in response to parliamentary questions and other official correspondence.

  • Produce monthly reports and statistics relating to contract delivery.

  • Provide an out of hour’s on-call service for Detention Operations – shared with the Compliance Manager and other Deputy Compliance Managers.

  • The successful candidate will need to undertake Personal Safety Training.

  • Approximate Annualised Hours Working Allowance of 23%, which will be confirmed at interview stage.

  • IT skills with prior experience of Microsoft Office.

For meaningful checks to be carried out, individuals need to have lived in the UK for a sufficient period of time to enable appropriate checks to be carried out and produce a result which provides the required level of assurance.
