As Economic Crime Portfolio Benefits Lead, you will lead a small team to develop and maintain a joined-up approach to benefits management across the Economic Crime portfolio. You will collaborate with analysts, policy and project staff to develop a single framework which aligns projects and programme outcomes, and work with teams to assess and track the impact of new investments in Economic Crime from our £63m uplift in FY21/22 and beyond. You will lead reporting on these benefits to senior stakeholders in the Home Office, wider government and relevant private sector partners.

You will also provide hands-on benefits management for the flagship Suspicious Activity Reporting Reform Programme, developing governance to effectively monitor benefits and ensuring their effective realisation as the programme delivers reform to the public-private response to money laundering over 2021/22 and beyond.

The Portfolio is already in delivery so you will need to quickly develop an understanding of the programme scope, business case, and delivery plans and establish relationships with key stakeholders including NCA, policing, HM Treasury (HMT), Her Majesty’s Revenue and Customers, the Financial Conduct Authority, and private sector stakeholders including trade associations and Anti-Money Laundering practitioners.

Responsibilities

Broader Role Responsibilities:

  • Delivery & Leadership – Provide visible and effective leadership, lead benefits management and work with the project manager to deliver the business case benefits and outcomes. Develop clear vision and standards and champion the use of best practice benefits management standards, tools and processes. Build strong networks both internally and externally.

  • Business Case – collaborate with programme managers in preparing and updating the benefits elements of the Business Case working with specialists as required.

  • Benefits Management Strategy – Define and shape the benefits management strategy for the portfolio taking into account the wider organisation methodology.

  • Benefits Realisation Plan – Oversee the SARs programme Benefits Realisation Plan including change control. Identify risks to benefits realisation. Develop and propose mitigations.

  • Tracking & Reporting – Establish the mechanism for co-ordinated and consistent tracking and reporting of benefits through the project lifecycle and into realisation, alongside the governance required to oversee it.

  • Benefits Mapping – Co-ordinate workshops, maps benefits and ensures alignment. Circulates for agreement and approval. Works with a range of stakeholders to validate and test dependencies.

  • Partner Management – Work with partners and wider benefits management community to ensure benefits are identified, understood, owned and maximised. Briefs key partners ahead of benefits reviews. Engages with organisations portfolio office to enhance and improve benefits management best practice.

You will also hold line management of 1 staff member.


To be effective in this role we are looking for the following ESSENTIAL CRITERIA:

  • Experience of working on benefits management in large scale, complex projects and/or programmes

  • Experience working across a range of partners, influencing ways of working and driving accountability

  • Effective presentation skills, with the ability to present complex information, both qualitative and quantitative, to a senior audience

  • Strong analytical skills, with an understanding of how to use Microsoft Excel and/or PowerBI

  • Ability to be proactive, and able to work in a fast-paced environment, managing their own time and priorities effectively



As well as the above, there are the following DESIRABLE CRITERIA:

  • Experience in Security, Law Enforcement & Intelligence and/or financial crime in the public or private sectors;

  • Practitioner Level project delivery accreditation, e.g. APMP, Prince2, MSP;

  • Experience developing and drafting HMT 5-case Green Book Programme Business Cases.
