Summary

The Home Office is here to make the UK safer. Border Force is a Law Enforcement arm of the Home Office with primary responsibility for UK Border Security, including counter terrorism, immigration and customs matters.

We are responsible for handling the UK border control by implementing immigration and customs regulations and working with the wider Home Office on counter terrorism, organised crime, modern slavery and trafficking. Border Force has five operational regions in the UK: North, Central, Heathrow, South and South East & Europe. These regions have responsibility for securing the border 24 hours a day, 365 days a year at the UK’s 140 seaports, airports, 200+ general aviation ports, postal depots and international rail network. This includes the Eurostar from Brussels and Paris to St Pancras International and the Eurotunnel from Coquelles to Cheriton, where Border Force has juxtaposed controls.

Job description

Located within North Region, North East Command covers the East Coast of England from Whitby to Berwick upon Tweed. The Command takes in the busy maritime ports of Teesport and Port of Tyne, as well as the busy regional airports of Newcastle Airport and Teeside International Airport. In addition, there are a host of smaller regional airports, airfields, and smaller maritime ports.

Border Force Teesport is responsible for all Immigration, Customs and Cyclamen operations at the Port of Teesport, as well as the various wharves within our area. Currently the airport at Teeside International comes under this remit, but that is subject to a review. The Border Force team is based at Eustace House, Teesport, near Middlesbrough.

The port has a team of approximately 40 staff, engages a wide range of stakeholders; and has a wide portfolio of additional non-operational responsibilities. The successful candidate will work at Teesport taking up direct line management responsibility for a number of managers and their teams.

Please note holding a full valid UK manual or automatic driving licence is essential as visits to other ports in the region may be required and Teesport is not serviced by public transport.

Responsibilities

This is a demanding role which requires a confident communicator who is focused on establishing and building positive relationships with the port, the operators within it, and our law enforcement partners. The post holder will be required to lead a large team to manage border security, but also drive change initiatives and improve culture.

The successful candidate will be responsible for leading the operation at port, working with operational staff to identify priorities and drive performance. The successful candidate will also work with Intelligence and law enforcement colleagues to take a proactive approach to managing risk and insider threat.

The post holder will oversee the financial strategy in the port and will lead on budget management, recruitment and staffing matters, HR processes (including attendance management and disciplinary issues) in the port and will report directly to the Assistant Director on these matters.

The successful applicant will be responsible for creating an atmosphere of openness and inclusivity across the port and wider Command and will lead by example in this area.

The successful applicant will be a pro-active, confident individual who has a strong background in HR management who is comfortable challenging behaviour and culture, and who will work with others to achieve set outcomes. The successful candidate will have experience in finding innovative solutions to challenging issues and be able to overcome blockers in a collaborative way.

Strong communication skills are also crucial to engage with a wide range of stakeholders, from senior managers to external and commercial partners. There is a larger project around improving the culture in the Command and the successful applicant will both feed into that and be responsible for the implementation of the strategy emanating from this group.

Essential criteria

Successful candidates will need to demonstrate:

  • Experience of HR management, particularly around changing behaviour and instilling a new culture to a team, or organisation.

  • The ability to develop and maintain lasting working relationships with stakeholders and commercial partners to deliver a quality service.

  • Being a great communicator who can deliver a confident vision and plan for their team, and can deliver their responsibilities to their team and senior leaders.

  • The ability to provide high quality written work at pace and under pressure.

Desirable criteria

  • Experience of working within the maritime environment.

  • Investigation background or an understanding of front-line Border Force Operations.
