Summary

The Home Office is here to make the UK safer. Border Force is a Law Enforcement arm of the Home Office with primary responsibility for UK Border Security, including counter terrorism, immigration and customs matters.

We are responsible for handling the UK border control by implementing immigration and customs regulations and working with the wider Home Office on counter terrorism, organised crime, modern slavery and trafficking. Border Force has five operational regions in the UK: North, Central, Heathrow, South and South East & Europe. These regions have responsibility for securing the border 24 hours a day, 365 days a year at the UK’s 140 seaports, airports, 200+ general aviation ports, postal depots and international rail network. This includes the Eurostar from Brussels and Paris to St Pancras International and the Eurotunnel from Coquelles to Cheriton, where Border Force has juxtaposed controls.

Job description

These Higher Intelligence Collection Manager posts are part of BFID Specialist Intelligence and will be responsible for working with Law Enforcement and UKIC partners to increase tasking and collection capabilities and access to intelligence product to inform strategic and tactical decision making to support the delivery of Border Force missions in tackling Serious and Organised Crime, threats to National Security, Insider Threat and to protect the public from harm.

BFID SI is entering into a strategic partnership with the NCA Threat Command to ensure border capabilities and areas of expertise are utilised to best effect by partners. This partnership will maximise intelligence dividend and flow to drive flexible, agile risk-based targeting and deployment.

These posts will be predominantly based in Spring Gardens, Central London.

Applicants must be prepared to undertake some travel so a full driving licence is therefore required.

The successful candidates can start in post with a minimum of Security Check (SC) clearance but must be willing to undergo and successfully obtain Developed Vetting (DV) and STRAP clearance once in post, if not already obtained.

Responsibilities

Key responsibilities of this role include (but are not limited to):

  • Provide leadership and direction to teams of intelligence staff, providing mentoring/coaching, guidance and support to staff in order to maximise their development, efficiency and morale, and deliver an effective intelligence service.
  • Develop and maintain processes, intelligence products, and other core intelligence functions to assist decision making, identifying and managing threat risk and harm, and ensuring compliance with national standards and relevant legislation.
  • Deliver and review collection plans and commission intelligence products to support effective border security and recommend appropriate responses.
  • Identify, plan and deploy intelligence resources, as required, to ensure operational effectiveness.
  • Interpret policy to develop and review intelligence systems, procedures and practices, (such as performing risk assessments and testing health and safety procedures) in order to introduce improvements.
  • Ensure intelligence products are informed and developed as a result of consultation and feedback with key stakeholders, customers and the wider organisation.
  • Enable collaboration with colleagues within BFID and across partner agencies to share intelligence and facilitate cross-sector working practices.
  • Maintain awareness of innovation within intelligence to ensure implementation of latest techniques and tactics, best practice, and information relevant to the role.
  • Review resourcing levels and select/recruit new members of staff, maintaining an awareness of the qualities and qualifications of all staff with a view to identifying development needs, optimum career paths, advancement potential, and a clear workforce resource plan.

Essential Criteria
  • Have a good understanding of Border Force Operational activity both in the UK and overseas
  • Applicants should be able to demonstrate relevant skills relating to intelligence collection and exploitation gained from law enforcement, government, security, regulatory and investigatory work that might be successfully utilised in the role
  • Be able to demonstrate a thorough understanding of covert investigation/intelligence gathering techniques, including procedures and processes under the provisions of Regulation of Investigatory Powers Act (RIPA), Investigatory Powers Act (IPA), Police Act, European Convention on Human Rights (ECHR) and Criminal Procedure and Investigations Act (CPIA).
  • Have a clear understanding of information management and data integrity issues
  • Have experience of identifying, assessing and managing risk within a Law Enforcement / National Security / regulatory / investigatory environment.
  • The role will require the candidate to hold a full UK driving licence.
