Do you thrive in a fast-paced HR environment?

HR Operations are recruiting a HR project lead that will be responsible for reviewing how Hampshire County Council uses and manages its casual workforce. As a large and diverse organisation, we rely on our casual workforce to deliver critical services.

You will first need to work with departments to understand how they currently use their casual workforce and identify whether other employment arrangements are more appropriate. You will then lead the development of new processes and practice in this area, including writing new documents, guidance, processes and contracts.

You will work with senior stakeholders and teams across our services to ensure our new processes are implemented successfully, for example payroll and recruitment. You will develop and deliver a significant number of HR workstreams, reporting to a project manager and project board.

You will need to have a strong understanding of employment legislation in this area and experience of implementing a change, ideally within an employment/HR area. Your track record of strong communication and engagement skills will help our services implement any new processes successfully and without detriment to the front-line services they provide.

As an individual who thrives on managing multiple workstreams, ensuring that the milestones and success criteria are met as agreed, your self-management and organisation will be second-to-none.

You will join HR operations as a member of the Policy and Reward Team, which is responsible for published HR policies and guidance, contractual documentation and resolving complex pay issues, so the successful candidate will be supported in this role from our subject matter experts.


HR Operations provides employee relations advice to Hampshire County Council, Hampshire and Isle of Wight Fire and Rescue, Hampshire Constabulary, and schools in Hampshire and Oxfordshire. This is delivered through four key teams; Casework, Organisational Change, Business Support and Policy and Reward.
