Job overview

NUH is one the NHS organisations to benefit from the Health Improvement Plan phase 2 (HIP2) published by the Department of Health. This will allow NUH to develop a case to redevelop large areas of aging estate which are no longer fit for purpose. The case will be developed with the ultimate aim of completing large scale building projects from 2025-2030, according to the timetable set out by the Department of Health. The business case will require dedicated, experienced and skilled financial input to ensure that the implications of the clinically led transformation and improvements in quality, safety and efficiency resulting from this are accurately modelled and represented in the business cases.

In order to provide this dedicated and skilled input, the Finance and Procurement Department will need to create a new Business Partner level post for a qualified account to take a lead role in supporting the Assistant Director of Strategy & Planning and the Senior Finance Team in the delivery of a range of specific high-level projects, principally linked to large capital developments across the Trust.

A qualified accountant with significant experience of a senior finance position in the NHS, you will have experience of delivering a highly complex work programme against multiple challenging deadlines. Ideally you will have worked using the NHS investment case regime previously.

Main duties of the job

Business Case Development - To take the lead in the production of all the financial components of SOC, OBC and FBC for all major planned developments

To ensure that Trust’s financial appraisal policies for capital and revenue investment schemes are followed in all documents for decisions relating to investments (consistent with the latest Treasury case model)

Long Term Capital Planning - work in partnership with other departments and within Finance to on development of long term capital plans

Detailed job description and main responsibilities

Business Case Development

To take the lead in the production of all the financial components of SOC, OBC and FBC for all major planned developments and to provide oversight and advice for the financial elements of all other investment schemes.

To co-ordinate the financial aspects of all capital developments, ensuring there is a joined up approach and clear oversight of the overall short, medium and long term impact of capital developments on the Trust’s balance sheet and income statement

To develop and maintain a good understanding of the Trust’s existing complex estate and historic financial and capital relationships and arrangements and advise the Trust on the likely impact of new schemes and capital arrangements

To lead the development of the Trust financial model for use in investment case submissions in accordance with accounting and NHS standards and requirements.

To provide professional finance support in the development of business cases.

To technically evaluate investment business cases prepared by directorates and provision of advice to ensure cases achieve required standards and clearly demonstrate both the investment need and subsequent benefit financially, clinically and in reducing Trust risks.

To ensure that Trust’s financial appraisal policies for capital and revenue investment schemes are followed in all documents for decisions relating to investments (consistent with the Treasury 5 case model), make recommendations for improvements in order to improve the benefits, ensure costs and risks are recognised in order to produce a comprehensive evaluation of options and recommendations for adoption by the Trust Executive.

To be the finance representative on the project boards of major capital schemes (as required)

Deputise for the Chief Financial Officer and Operational Director of Finance, Information and Procurement as required.

CAPITAL PLANNING

To work in partnership with other departments and the Lead Project Accountant to create the five year capital plan.

To work with the Lead Project Accountant in the provision of technical advice and support to the Assistant Director of Finance and at corporate level into the Capital Planning process.

To provide finance support in the development of the Trust’s Estate strategy including all aspects of the capital funding required, taking account of asset write-offs, impairments and land sales including the revenue implications of these.

To manage project budgets and performance against the agreed income generation targets and ensure all budgets are worked within escalating issues as they arise.

Participate in relevant internal and external working groups/projects, services and initiatives to provide project, information and analytical advice and expertise.

Present project information and issues, explaining complexities, to a wide range of internal and external stakeholders in a clear, understandable and audience-appropriate manner. This will include senior management, board level groups, commissioners and regulatory authorities.

To be a key member of the team setting the long-term strategic capital planning agenda and programme for the Trust.

Identifying capital costs and funding sources for the Trust and working up appropriate business case in support of the master programme.

Responsible for Identifying long term costs and benefits, identifying likely scenarios and advising the Finance Director, Senior Colleagues and Executive Directors and Board Members of the likely impact of such changes (especially financial risks).

From time to time, to provide support to the rest of the department undertaking other duties as required, which are consistent with the grade and nature of the post. The role includes work on special projects as they arise.

Responsible for identifying the costs involved both to deliver the transition and on an ongoing basis, preparing the business case(s) for implementation, and ensuring that each project is delivered within allocated budget.
