The Defence Maritime Regulator (DMR) Vision is to provide high-quality safety and environmental protection across the Defence Maritime Domain through assurance, regulation and if necessary enforcement to support the generation of operational capability. This is achieved through independent audit, oversight and continuous surveillance, which allows DMR to provide the Secretary of State for Defence, through the Director General DSA, the necessary assurance that appropriate standards of Maritime Safety are maintained and delivered across MOD Shipping, Defence Diving and the Defence Ports and Harbour Facilities.

To support the vision of DMR to provide high-quality safety and environmental protection across the Defence Maritime Domain. Measured through assurance, regulation and if necessary, enforcement to support the generation of operational capability, while maintaining the DMR Mission to protect people and the environment from harm arising from Defence Maritime activity. The Chief of Staff role fulfils the key outputs of strategic, policy and activity planning for DMR, and matching resource to output, driving the business plan, external and internal communication, stakeholder engagement and improving the DMR Safety and Environmental Management System (SEMS) and supporting procedures. The role also provides DMR input to DSA strategic initiatives as directed generally and in support of the DSA change programme.

Responsibilities

Key responsibilities:
  • Coordinate and facilitate DMR input to the DSA Business Plan on an annual basis, and the management of the DMR governance system through the Termly Governance Cycle.
  • Update, maintain and manage (through key conditions) DMR’s 5-year strategy and policy. Coordinate this through the termly output plan from the DMR MAnagement Board.
  • Review and improvement of the DMR Safety and Environmental Management System (SEMS). Importantly, ensuring that the SEMS remains relevant, meets the needs of DMR personnel by reflecting agreed and actual DMR operating procedures as well as remaining compliant with wider DSA policy and processes.
  • Monitoring the external and internal interface and collaborative activities of DMR to identify opportunities for improved processes and procedures to the benefit of core outputs such as the quality of DMR’s Domain Risk Picture and Annual Assurance Report (AAR) through ensuring they are underpinned by qualitative data, good information flow and objective evidence.
  • Manage DMR finance programme technical support contract and attend DSA Finance AP Meetings.
  • Act as DMR representative at the DSA Finance Working Group, People Working Group, DSA Knowledge Information Management (KIM) Working Group, and DSA HSSIC Working Group.
  • Provide Executive input and support to across DMR initiatives and activities (and DSA as directed generally) to deliver continual improvement specifically, including pro-active engagement at management meetings.
  • Line management of 1 x C2 Grade and Second Reporting Officer (SRO) to 1 x D Grade.
Attend The Exec Meetings And Assist In Coordinating Activities

Input and oversight of DMR group calendar, DMR inbox, and Hd-DMR diary coordination.
  • Schedule briefings and preparation meetings. Ensure that Hd-DMR and Deputy Hd DMR are provided with briefing packs and progress on key actions and activities.
  • Maintain DMR Formal Meeting Tracker and assure coherency with Hd DMR and DMR group calendar.
Responsible for coordinating DMR audit corrective actions, oversight and quality management; ensuring by liaison with Inspectorate teams, they are accurate, kept up to date in DMR’s Poseidon tool set.
  • Monitoring of Poseidon data to ensure cross referencing of Assurance Information inputs (e.g. Inspector observations/perceptions, meetings and documents, etc) to support improving quality control, by ensuring Executive oversight of and timely review of Regulatory outputs (i.e. CARs, INs and PNs).
  • Attending selected key DMR management, Regulatory and Shipping Inspectorate (as directed) meetings to maintain DMR and domain awareness of strengths, risks and opportunities for improved product input to the SEMS and Poseidon.
  • Report on Poseidon meeting input accuracy, quality and data.
  • Where appropriate attend DMR Analysis and Planning section and Assurance Information analysis meetings.
DMR Programme Planning And Management
  • Contribute to the development and implementation of the DMR mid and long-term planning.
  • Act as the DMR focal point for capturing and monitoring DMR partner engagement by ownership and management of the DMR Group Calendar, DMR Inbox, and coordination of Hd-DMR’s Regulatory schedule, including ownership and accuracy of the key meeting matrix. To include cross co-ordination with B2 Section Heads to ensure that DMR representatives provide feedback to Head DMR and input to Poseidon.
  • Collecting and reviewing partner correspondence related to DMR regulatory activity for action and feedback to DMR management. Ensuring the timely drafting, dispatch and records management of DMR formal correspondence.
  • Co-ordination and quality control of briefing products for Hd DMR attendance at Regulatory briefings and partner engagement activities.
Monitor DMR mandatory training by ownership and management of the DMR mandatory training records.
