Working closely and in support of Head Mil Pers you will ensure the smooth and efficient running of Pillar business enabling Hd Mil Pers to engage on wider strategic issues.

You will represent the Pillar at a wide range of Board level meetings as Hd of Mil Pers’ empowered representative whilst engaging with external stakeholders including senior Armed Forces representatives and commercial partners. You’ll ensure effective risk management is undertaken on behalf of the business, holding the Design, Delivery, Operational and Enabling functions within Mil Pers to account for their outputs.

Responsibilities

This is a fast-paced role that requires someone who is well organised and who can react quickly to a changing environment. You will need to have excellent communication skills and a proven track record of managing stakeholders. Responsibilities will include:
  • Direct support to Hd Mil Pers, cohering inputs and corralling outputs across the business areas of Design, Delivery, Operate and Enable for the Armed Forces end to end HR system: Joint Personnel Administration (JPA) and associated Armed Forces Compensation and Pension Administration systems.
  • Look out to the 5-10 year time frame to develop strategy and business plans, whilst identifying and co-ordinating resource requirements. Lead the annual budget and forecasting round, ensuring that resource planning assumptions are soundly based on accurate demand forecasting; the Control Total for Mil Pers for FY21/22 being circa £90m.
  • Leading the management of the Mil Pers Pillar workforce control total and capability, balancing business needs against and recruitment, skills and headcount. Develop and own the strategy for the Mil Pers Workforce.
  • Oversight of the service performance reporting and delivery of BAU outputs, including contractor performance against KPIs and agreed deliverables.
  • Routinely deputise for Hd Mil Pers and represent the Mil Pers Pillar at a range of internal DBS senior-board meetings, have the autonomy and authority to make decisions, and to influence decision-making on corporate issues affecting the Pillar.
  • Act as the direct interface with DBS Management Board members. Provide input in support of DBS Corporate activities, including development of the Business Plan, Corporate Plan, Customer Satisfaction Survey, People Surveys and Service Catalogue.
  • Develop strong working relationship with Deputies in other DBS Pillars but most particularly within Veterans UK.
  • Support the work to renew the commercial contract or parts thereof (currently scheduled for 2023) which would see the implementation of a novel and highly innovative SIAM model with a likely combined scale and scope of a Cat A Project.
  • Development and oversight of Mil Pers Comms strategy and interface into DBS Corporate Comms, with responsibility for delivering auditable improvements in stakeholder engagement.

The successful candidate will have built up broad and varied experience of delivering excellent results in large and diverse organisations, working positively and effectively with a wide range of partners and stakeholders.

You will be someone who brings a mix of experience, leading large-scale programmes or contracts, overseeing operational delivery, understanding and managing people and money with regards to resourcing, affordability and value for money.

You will be able to resource plan, draft business cases, provide governance, asses and managing risk. You will communicate clearly, honestly and persuasively with colleagues, clients, customers and external stakeholders, whilst also welcoming their insights and challenge.
