This is an exciting opportunity to join the Ophthalmology specialty, where you will work closely with the Specialty General Manager, Head of Service, Matron and clinical and admin teams to develop and support the Outpatients pathway and Eye Casualty within Ophthalmology and take the overall administrative leadership of these areas.

The post holder will manage and develop the services to monitor performance against key performance standards and instigate change/improvements as required. They will contribute towards development of business plans and the planning and delivery of services.

Main duties of the job

You will provide strong, visible leadership to the service. Be able to review, develop and embed key targets and measures within each area to drive through the delivery of ambitious targets to continually improve performance within the service.

Providing operational expertise and management support to all members of the service. The post holder will coach, hold teams to account and be clear about what is expected to be successful in achieving the Trust’s vision.

Using activity information, actively manage demand and capacity of the service whilst managing changes to IT systems and implementing process change where necessary.

The post holder should be competent in using their knowledge to the business planning process at service level by providing activity information to support the Service planning processes. They will also assist in the production of business cases and lead projects for service development.

Detailed job description and main responsibilities

Leadership

Provide strong, visible leadership within the service as part of a multidisciplinary team.

To drive through the delivery of ambitious targets to continually improve performance within the service.

To provide operational expertise and management support to all members of the service, particularly the Administration Managers.

Coach, hold teams to account and be clear about what is expected to be successful in achieving the Trust’s vision.

Service Delivery

Develop the appropriate systems and processes alongside Administration Managers and Specialty General Managers to ensure operational effectiveness of specialties across a number of key performance indicators including access targets and finance.

Delegated responsibility for the delivery of specific contracts at service level.

Develop and review plans to achieve patient access targets at service level.

Ensure Administration teams are active in developing their own processes to support continued service delivery and improvements.

Identify the impact of changes to services or increases in services on resources and negotiate changes in resource where appropriate.

Where identified communicate and implement process changes in services to Consultants, Nursing and Administrative & Clerical Staff.

Using activity information, actively manage demand and capacity of the service.

To manage and monitor changes to the administrative systems of the service (e.g. Choose and Book).

To provide operational expertise and support to service users and service providers e.g. advising CCGs, Other Services/Directorates, Other Trusts, Legal services.

Contribute to the business planning process at service level by providing activity information to support the Service/Directorate planning processes.

Assist in the production of business cases and where appropriate act as Project Manager for service developments.

Performance Management

Responsible for the provision of information to support the activity planning and monitoring processes at service/Directorate level.

Undertake detailed operational monitoring, and instigate appropriate action, to ensure that the service achieves the local and national targets, linking into the Directorate team through the Specialty General Manager where required.

Using available tools, provide forecasts for key performance indicators, ensuring effective communication to Directorate and Corporate teams and take remedial action as required.

Ensure that systems and processes are in place to prevent breaches of guaranteed waiting times and that Trust’s waiting list policies are implemented and monitored effectively.

Ensure that the impact of Payment by Results is taken account of through the accurate recording and analysis of service activity.

Understand variances against the planned activity of the service, e.g. re-classifications, cancellations, DNAs etc., and assist in the development of plans to make improvements.

With delegated authority, monitor agreed elements of the services’ budget. and in conjunction with the Heads of Service, Matrons and Specialty General Managers ensure that the agreed overall financial targets are achieved.

Healthcare Standards

Support Heads of Service, Matrons and Ward Leaders to implement programmes of change to improve clinical care.

Support Services in adopting best practice to support the Trust’s objective to become the best hospital trust for our patients.

Research and Audit.

Help the cost effective implementation of the Trust’s Research Strategy.

Governance and Risk.

Promote a culture where governance and risk management are seen to be everyone’s responsibility.

Undertake risk assessments and the delivery of the health and safety agenda where appropriate.

Work with the Head of Service, Service Leads and Specialty General Manager to ensure that clinical and non-clinical complaints are thoroughly investigated and information supplied to support a timely response. Make recommendations and implement agreed actions for resolution and/or improvement.

Participate in governance activities, to ensure that the highest standards of care and business conduct are in place and working to ensure the Trust operates in an effective, honest and open way.

Communication

Communicate effectively with all clinical and non-clinical staff to ensure that local and national targets are achieved.

Human Resources

To establish effective two way channels of communication within the Service and in support of the Directorate.

Work within the Service Management Team to ensure systems are in place to facilitate, communicate, implement and monitor the application of all Trust HR policies and procedures, ensuring consistent application across all grades of staff.

Contribute to the Services’ annual training and workforce plans, assessing needs and ensuring the availability of training opportunities for staff.

Promote a culture where staff feel empowered and accountable for service improvement at local level.

Education and Teaching

Ensure induction and training arrangements are in place for all managed staff.

Deliver training of the Trust Corporate policies e.g. waiting list, customer care to all relevant staff groups ensuring regular updates.

Promote learning opportunities in a wide range of formats to improve multi-disciplinary and flexible working.

Other Duties

Contribute to Trust wide initiatives and projects as required.

Represent the Service at local meetings.

Sit on appointment panels.

Deputise for the Specialty General Manager if appropriate and required.

Salary: The quoted salary will be on a pro rata basis for part time workers.
