Job Description

Reporting to the Head of the Capital Projects, you will support the design and delivery of key strategic residential led development projects across the country, working alongside other technical specialists supporting the acquisition, de-risking, unlocking and disposal of land.

Working in the Technical Services, Capital Projects team, you will support and lead on technical and engineering aspects of land development to ensure that Homes England fulfils its mission to increase housing supply. You will be joining an experienced team who are committed to delivering a first class technical service.

The Senior Technical Manager is crucial in supporting colleagues to de-risk and prepare sites for residential development by specifying, procuring and managing enabling and infrastructure works contracts to unlock land for development in a safe and cost-effective manner.

This is a rare chance to shape the future of residential infrastructure development in a fast growing, national organisation with real social purpose. Working with key stakeholders and a professional technical team you will ensure efficient, consistent and effective identification and resolution of technical issues across a portfolio of development sites.

You will have significant experience in managing and delivering construction engineering solutions and works contracts to support residential development. Experience of designing, planning, procuring and managing the delivery of enabling and infrastructure works contracts including demolitions, highways, drainage and utilities to unlock residential development sites is essential.

Responsibilities

Whilst our day job is to deliver first class service to our colleagues and stakeholders by providing expert technical knowledge, you will be used to "spinning several plates" at once and will always be looking for ways to improve and innovate.

You’ll be comfortable supporting several projects with complex technical issues, aiming to find solutions to unlock and deliver infrastructure works to unlock and facilitate developments on-site. You will be proficient in procuring and managing technical consultant teams and advisors defining their scope of services and deliverables, programme and budget to support capital works contracts, and be able to critically review technical documents to identify risks and potential development issues, and propose appropriate mitigation strategies and provide technical quality assurance regarding content and price.

You will have experience in procuring capital works contracts, taking the lead in drafting and reviewing technical scopes, works information and tender documents for enabling works (including demolition, remediation, earthworks, site clearance and temporary works) and infrastructure works (including highways, drainage, utilities, structures, landscape and ecological mitigation) to support residential led development.

You will be resilient and comfortable managing stakeholders at a senior level and your discussions will always be shaped by a good understanding of the commercial and operational impact of what we do as part of a dynamic delivery focused team. You will enjoy working in an innovative, fun and engaging way and be able to negotiate and persuade.

As an experienced Senior Technical Manager you’ll understand how to manage colleagues and be able to demonstrate you can work with others as part of a team in a collaborative, inclusive way.
