What’s involved with this role:
Temporary Senior Planning Enforcement Officer Reference no: Havering RQ912664 Pay rate up to £25.16 per hour PAYE depending on experience (tbc) This opening assignment is for 2-3 months The role will be based from home however it will be necessary to access the office and pool cars twice a week to carry out 12 – 20 site visits Occasional evening or weekend work might be required but will be remunerated You will be responsible for managing your own caseload (100+) of alleged breaches with the role including investigations, site visits, assessing matters against law and regulations and making recommendations. The role will also regularly require serving enforcement notices and evidence of notices personally served are welcomed with your application. The role is also responsible for writing appeal statements and, where necessary, representing the Council at hearing, inquiry or in court. Assistance, advice and support will be regularly provided by the team leader, deputy team leader, members of the team and other planning managers and ongoing training, upskilling and gaining experience through new challenges is encouraged Key responsibilities:

- Responsible for a caseload of planning enforcement investigations to the required standard within statutory timeframes.
- Responsibility for a caseload of planning enforcement cases and to meet your own performance management and quality targets.
- Responsibility for ensuring planning fees and other sources of income are correctly calculated and processed for your caseload.
- Promote customer satisfaction when delivering Planning Enforcement services.
- Develop and maintain the full range of professional skills and knowledge to satisfy the requirements of the post.
- Evaluate and make sound recommendations on planning enforcement cases, the complexity of which will rise with progression through the career grade from simple to more complex proposals and projects including the drafting of enforcement and other notices, writing witness statements, preparing papers for prosecution and dealing with subsequent planning applications as directed.
- Carry out site visits in an effective and tactful manner, gathering the necessary evidence to enable cases to be resolved, the complexity of which will rise with progression through the career grade from simple to more complex cases.
- Defend the Council’s decisions at appeals to the Planning Inspectorate, the complexity of which will rise with progression through the career grade from simple to more complex proposals and projects.
- Be aware of the relevant statutory provisions and the Council’s constitution, processes and procedures.
- As a member of the Planning Enforcement team, take individual and collective professional responsibility for championing the council’s diversity agenda and proactively implementing initiatives which secure equality of access and outcomes and commit to continually developing personal understanding of diversity
- A-Levels or equivalent that would allow entry onto RTPI accredited first degree (desirable)
- Knowledge of the planning system and the various types of legislation, regulations and policy guidance
- Customer care awareness
- Recent experience in managing a busy and varied caseload of different types of planning enforcement breaches and in dealing with multiple lines of enquiries under pressure
- Experience in dealing with the public, Councillors and in responding to MP enquiries and complaints
- Experience of working in an office environment, including the appropriate use of information technology
- Experience of providing a support function to a Planning Service (desirable)
- Presentation skills: developing ability
- Ability to read and scale drawings and appreciation of planning enforcement skills
