Job Purpose

As part of the Battery Storage team, this role is accountable for: the identification of potential sites and supporting the development of projects up to point of planning consent and through project financial close; undertaking community relations and communications; production of planning application documentation, securing planning consent and planning condition compliance; and planning compliance during construction and operation on projects assigned to them.

The Senior Development Project Manager (SDPM) will work on multiple projects at any one time with the total number depending on project requirements.

The SDPM will lead the financial closing process of consented projects with the support of a commercial manager

The Senior Development Manager will have line management responsible over part of the battery storage team and will support the Battery Storage Accountable Lead Manager in the battery storage unit budgets and strategies.

Organisational Context

This role is important for securing planning consent for a project, the stage at which most of the project’s profit is secured.

You will report to the Battery Storage Accountable Lead Manager, however during the Construction Phase you will report to the to the Construction Manager for project-related matters in the Construction Phase.

Accountabilities
  • Guide the team to add value and reduce costs (DEVEX, CAPEX and OPEX) for projects ensuring project viability on a subsidy free basis through efficient working, careful scoping, procurement and innovative engineering and design opportunities, and project economic/financial modelling.
  • Manage the team to identify new site opportunities, including identifying and contacting prospective landowners and assessing site constraints
  • Set and lead the project programmes following strategy to consent.
  • Manage risks on projects using appropriate tools and contracts.
  • Manage project budget to point of consent: includes management of internal and external hours and costs.
  • Oversee EIA screening, scoping and producing the planning application, normally accompanied by an Environmental Statement.
  • Manage external consultants and internal technical or engineering support concerning the project design, ES production, or condition discharge bundles including supporting the wider team on procurement decisions
  • Support the Property Manager in the management of property - approving the terms on which property negotiations are agreed
  • Coordinate engineering design, technical studies and grid requirements needed along with an understanding of how to maximise profit and the probability of securing consent – supported by the engineer/technical analyst.
  • Prepare planning submissions and support and approve submission data for other DPM’s
  • Manage the appeals process, which may involve management of a Public Inquiry
  • Prepare pre commencement planning condition discharge
  • Obtain any post consent planning variations
  • Obtain other licences and permits required by the project
  • Provide support for planning condition compliance throughout construction and operations.
  • Manage external stakeholder relationships, including landowners, local community, planning bodies, local politicians and other important influencers including objectors, all consultees statutory or otherwise, grid companies, consultants, suppliers, regulators and media.
  • Implement communications plan, with support from the Community Relations Manager, focussed on obtaining planning consent at least cost in minimum time whilst retaining RES’ reputation.
  • Participate in site visits and local authority meetings
  • Support the Grid Engineer in applying for and securing grid connection offers
  • Contribute to the battery storage team budgets and strategies
  • Line management of select members of the battery storage team
Knowledge
  • Detailed understanding of the drivers for a successful renewable energy development and common risks.
  • Deep understanding of the planning systems and planning policy relating to renewable energy.
  • Knowledge of the Appeals and Public Inquiry legal process.
  • Knowledge of Environmental Impact regulations.

Qualifications
  • Degree in an environmental, engineering, technical, planning or science-based subject or equivalent
