Summary

The department is ambitious about using data to improve the way we design and deliver services. We recognise that solid compliance with data protection legislation and a strong approach to data ethics are cornerstones in our ability to be more ambitious with our data.

As part of this, DWP has recently established a new Chief Data Office with a remit to enable the department to understand, manage and making best use of all the data we have in a consistent, secure, legal and ethical way – enhancing our ability to deliver benefit to citizens as part of the wider welfare ecosystem.

There is the opportunity for a Senior Data Governance Managers to join this newly established Office to help shape and deliver this agenda, focused on compliance with UK GDPR.

We are looking for candidates with data governance, data ethics or data compliance experience, but are also open to application from candidates with policy and/or project delivery experience who have knowledge of UK GDPR compliance or Data Ethics. Job description

As Senior Data Governance Manager (UK GDPR Compliance) you will provide leadership which enables the department to understand the benefits of UK GDPR compliance and the risks of non-compliance and work collaboratively with colleagues across the department to develop and deliver plans which enable the department to move towards greater compliance.

You will play a key role in helping senior leaders make critical judgements about the level of investment and energy required to mitigate non-compliance risks in a proactive and supportive way.

Our job in the Chief Data Office is to make it as easy as possible for the department to be compliant with UK GDPR, and work ethically with data. These roles play a key part in making that so.

Responsibilities

The responsibilities for this role include:

  • Working closely with DWP Business Areas to understand barriers to compliance with UK GDPR and establish clear plans to address those barriers to mitigate data risk. Support and facilitate timely resolutions to delivery issues – where appropriate engaging and involving stakeholders across the department including digital, operational and policy colleagues to broker solutions.

  • Contribute to the creation, adoption and maintenance of a framework to measure compliance and report on compliance risks. Provide leadership in our approach to articulating and reporting on risks and compliance issues to senior leaders in the department, enabling them to make decisions about the appropriate level of investment to mitigate risks associated with non-compliance. Assess the level of risk associated with non-compliance and the potential implications of this for the department.

  • Briefing senior leaders with responsibilities for data and compliance in their areas, helping them understand the opportunities and risks and actions required to ensure compliance. Produce high quality documentation and communications about our compliance position and actions required, including drafting papers for the Department’s Data Protection and Governance board, and strategic data board.

  • Taking an active role in the delivery of culture change and moving away from legacy arrangements and processes which place the department at risk. Promote and champion the continuous improvement of policies, processes and approaches to improves compliance-based industry best practice. Help inform and gain ‘buy in’ across a large scale diverse organisation (circa 85k staff) on the benefits of compliance through effective communications including delivering roadshows, attend meetings within DWP and externally, and drafting communications which demonstrate how DWP is evolving as a ‘Data Led’ Department focused on treating Data as an asset to benefit citizens.

The corporate hub location will be the designated place of work and any remote or home working arrangement does not constitute a change to your designated place of work or contractual Terms and Conditions. This job role may be suitable for hybrid working, which is where an employee works part of the week in their DWP office and part of the week from home. This is a voluntary, non-contractual arrangement and your office will be your contractual place of work. The number of days that anyone will be able to work at home will be determined primarily by business need but personal circumstances and other relevant circumstances will also be taken into account. If you are successful, any opportunities for hybrid working, including whether a hybrid working arrangement is suitable for you, will be discussed with you prior to you taking up your post.

Salary Information

Salary for this role is from £49,171 (Band min) to £59,589 (Band max).

Our offer to successful candidates will be based on an assessment of your skills and experience as demonstrated at interview.

Existing Civil Servants who secure a new role on lateral transfer should maintain their current salary.

Existing Civil Servants who gain promotion may move to the bottom of the next grade pay scale or 10% increase in salary whichever would be the greater.
