Job overview

An exciting opportunity has arisen for an experienced Minor New Works Manager to join a small but busy team of Capital Development Managers delivering a diverse programme of investments across large sites within an acute hospital healthcare environment.

Working alongside the Capital Team, you will primarily be responsible for the delivery of numerous small minor works schemes up to a value of £15k for which you will assess the requirement, agree the solution, determine the cost, appoint contractors, manage and deliver the works along with the authorising of payments and assisting with any financial or VAT queries as required.

The processing of requests for smaller value works is automated by the Integra Helpdesk software which went live in May 2022 and is a fundamental part of the MNW process.

You may also become responsible for managing and delivering a number of minor capital construction projects up to the value of £100k, and/or assisting in the delivery of larger schemes.

Main duties of the job

There is an expectation that the post-holder will work at any one time on a number of schemes across the three campuses of NUH.

Requests for MNW will generally fall into three categories –

simple, very low value tasks, the processing of which will be largely automated;

medium value tasks for which quotations will be required; and

more complex tasks still classified as MNW but requiring more detailed assessment of the solution and cost.

The MNW Manager will manage the requesting software ensuring that quotations, where required, are promptly issued and that contractors are appointed to ensure that works are carried out expeditiously. The role will require the MNW Manager to assess site conditions for many of the schemes and also to inspect completed works where appropriate.

Working for our organisation

The Capital Team consists of currently eight Senior Project Managers with accountancy and admin support working within a flat management structure from our office base at Nottingham City Hospital from where we also cover Queens Medical Centre and Ropewalk House. Free transport is provided on the shuttle bus between campuses.

The Capital Team’s focus is on current and emerging demands for major schemes to refurbish the aging estate and add new infrastructure and buildings. The MNW Manager will work within this team and have particular responsibility for responding to all of the requests for MNW.

The Trust has recently initiated a programme of improvements to the MNW process which includes new helpdesk software with automated notifications, changes to processes and a doubling of the maximum value of works that can be undertaken within the MNW classification. This has increased both the annual number of requests which is currently circa 2,300 and the value of works which is currently at circa £4 million pa.

Detailed job description and main responsibilities

With some admin and accountancy support you and a colleague will manage the requests from across the three Trust sites for the delivery of minor new works schemes. The maximum value of each individual MNW is currently up to £12k (inc. VAT)

The Trust has appointed a single measured term contractor to undertake majority of the work against a MTC schedule of rates and will simplify some of the process but the principles of management will remain the same.

To succeed in the role, you will ideally have extensive knowledge of small works, preferably within the NHS, a strong set of technical skills and a flexible approach accompanied by excellent communication and interpersonal skills to enable you to work with varying levels of managers and administrative colleagues. We will expect you to be enthusiastic, motivated and keen to further develop skills in a supportive environment.

The post will require a mix of desk based work and on-site within our live and busy hospital environments. This may involve visits to occupied inpatient wards and outpatient areas to take design briefs from clinical staff, assess their requirements and monitor and inspect work in progress. Thus a basic level of physical fitness will be required that allows for completing construction site inspection of works and the use of hand held measuring and recording equipment.

Training and Qualifications

Essential criteria

  • Construction or Engineering based HNC or HND (or equivalent professional qualification or level of knowledge).

Desirable criteria

  • Knowledge and understanding of healthcare standards such as Hospital Building Notes (HNB’s) and Hospital Technical Memoranda (HTM’s).
  • Knowledge and a good level of understanding of construction procurement contracts.
  • Good working knowledge of health and safety practice relating to the construction industry.

Experience

Essential criteria

  • Experience of working within the construction industry including management of small construction works from concept to operational commissioning.
  • Knowledge of testing, commissioning and certification of engineering services in large buildings.

Desirable criteria

  • Experience of delivering/managing and building engineering services projects within an acute healthcare setting.
  • Experienced gained in working within a large and diverse organisation.
  • Working knowledge of large building environments containing a complexity of building services.
