Fleet Services Engineering
Principal Engineer – Metros, Tram and Light Rail
Statement of Work

Work Package Start Date: December 2020
End Date: May 2021

Description
The work package will provide technical leadership in the engineering development of the UK Legacy Fleet Platforms. This will include development of the platform capability and the way in which we manage all technical aspects of the platform.
To act as the technical expert and design authority for the platform, ensuring all engineering aspects of through life asset management are in place and controlled. This expertise will be acknowledged both internally, by our customers and other external stakeholders.
Governance of Fleet Support and Field Maintenance Engineering activities to ensure standardisation in line with best practice and to facilitate learning across projects and platforms. This will include a common approach to design changes, maintenance and overhaul programs and other technical based disciplines such as fault finding. To ensure that all areas of engineering work undertaken, are compliant with both internal and external customer requirements/specifications and standards as appropriate, including compliance with all internal governance.
To develop strategies around maintenance and reliability for current projects and bids.
Lead the response and investigation to major critical issues on behalf of Bombardier’s UK Metro, Tram and Light Rail platforms to ensure timely resolution of safety and reliability concerns.
Key Responsibilities


  • Understand the key technical issues for each fleet within the platform and manage their resolution, in accordance with agreed timescales and budget. Ensure the timely and effective resolution of safety issues. This will include production of plans, KPIs and delivering larger work packages.
  • Work closely with Field Maintenance Engineering teams and provide direction for the engineering activities in support of the delivery of cost effective maintenance plans and reliability growth. Obtain approvals for the introduction of these important changes.
  • Provide the creative input to develop innovative fleet management solutions to support bidding, sales and margin enhancement opportunities. Liaise with all internal and external stakeholders as required.
  • Provide Technical support and governance to Field Maintenance engineering teams; helping projects to minimise risk and maximise opportunities without impacting on the safety of the trains
  • Ensure that best practices are delivered across all relevant contracts for that platform type, ensuring engineering leadership is provided across platform and the centralised project support adds value.
Qualifications & Functional Knowledge
Education
Degree and/or Chartered status essential, Masters Degree desirable in Electrical and/or mechanical Engineering.
Fellow or Member of the relevant institution or equivalent.
Technical domain experience at a fleet level essential, development and delivery of asset management strategies and plans essential.
An excellent understanding of the key systems and their integration within rolling stock.
Significant experience and hands on delivery of the design, analysis, development, testing and delivery of engineering solutions that solve complex requirements.
Must have knowledge and be able to demonstrate an ability to plan and deliver engineering projects. Provide cost and schedule estimates on complicated engineering programs.
Demonstrate knowledge of the project engineering budget process and be able to generate, monitor and ensure projects comply with agreed costs.
Be able to demonstrate the ability to use this technical knowledge in the support of other departments (engineering, production, procurement, projects) and the development of less experienced engineering personnel. To manage and liaise closely with specialists engineers, production staff, make decisions and give advice on a day to day basis, in order to ensure delivery on time and to budget.
Able to manage a wide range of projects, to ensure that any work undertaken by, or on behalf of Services Engineering, is compliant and safe to operate on the railway infrastructure, is within the timescale agreed and to budget.
Ability to and maintain the confidence of the project manager and Customer as an acknowledged Principal Engineer, in the area of Railway Engineering.
Operate and maintain a safety culture in all project related engineering activities.
The expertise and competence of the Engineer in this position will define the confidence the customer has in Services Engineering in the UK, to support Service contracts and execution.
Strong Project Management, and influencing skills are essential, together with the ability to communicate effectively with senior managers across the spectrum of BT SER stakeholders.
Relevant experience required (i.e. directly linked to the requirements of the position/role)
  • Minimum 5 years of experience post graduate
  • Team leadership / Project Engineering experience
  • Knowledge of railway engineering in the field of fleet management and engineering change.

Specialized or cross-functional knowledge / relevant experience required by the position/role
  • Mechanical and electrical engineering knowledge.
  • Engineering fleet management knowledge

Deliverables
  • Prioritised list of tasks from each of the customer depots to be delivered by the Fleet Services Engineering team of a panel supplier
  • Platform quadrant report, to be presented weekly
  • Reports, risk assessments and responses to safety issues
  • Approval of modifications and reports
  • Approval of depot engineering support requests
