Job Description

The Delivery Planning & Insight team provides in-depth analysis of operational activity to provide delivery insight to support effective decision making, assessment of the effectiveness of delivery, and to enable effective modelling of future delivery activity. Translating business insight and data analytics into comprehensive briefings and advice for internal and external stakeholders, the DPI team has four sub-teams:

Delivery Forecasting which will develop delivery models to support effective and responsive delivery activity planning for existing and new funds, and long-term forecasts linking pipeline data to active project data and modelling data, whilst working cross-agency to aligning market and delivery intelligence.

Delivery Insight combining expert business knowledge and analytical techniques to articulate insights and trends to enable more effective decision making and increase awareness/understanding of the effectiveness of delivery.

Delivery Intelligence providing narrative to interpret analytical output provided within the team and connecting these to outputs from other business areas. Providing delivery intelligence to respond to NAO, PAC, MHCLG and agency requests for data, narrative and analytics and supporting the production of briefings/advice for internal/external stakeholders.

Delivery Business Improvement and Change Coordination team providing technical support and expertise in the development of automated reporting improvements, data integration and visualisation, as well as business partnering in relation to targeted system and process improvements, and working between delivery teams and digital teams to help translate business needs into technical requirements.

You will reside in one of the above teams but work across the wider DPI function identifying key analytical asks from developing policy, combining expert business knowledge and analytical techniques to articulate insights and trends to enable more effective decision making and increase awareness/understanding of the effectiveness of delivery, developing modelling to help forecast future activity and ensuring intelligence is accessible through use of digital platforms.

You will work closely with the wider Strategy, Economics and analytical functions, to take forward larger and more complex analytical projects. You will also work closely with wider function across DES, which is responsible for day to day reporting, performance management and delivering effective control environments.

You will bey a key part of the Delivery Planning and Insight team and fulfil this role in accordance with the values in the Homes England Way.

Responsibilities

You will have experience in interrogating large data sets and bringing together multiple sources of information to answer business questions – ideally in the housing arena. You will draw together programme performance data, market indicators, place analysis (geospatial) and sector knowledge to understand the factors which influence opportunities, intervention choices, and delivery performance

You will generate new ideas for analysis and improvement activity, growing the range of services DPI offers. You will be able to identify gaps in the information and participate in business improvements work to address these.

You will understand how analysis can inform end-to-end business processes and help deliver the Agency’s mission and objectives. You use this information to create articulate, insightful, and persuasive briefings. You will be able to delve into and think around an idea or problem, whilst not losing sight of the bigger picture.

You will use data to identify trends and assess options and be able to bring people with you on that journey. You will have strong inter-personal skills to support the business partnering approach – ensuring that we work across teams (with Corporate Functions, Strategy, Research and Analysis, Finance and Performance).

You will use new insight to support the development of forecasting models which help target and prioritise use of resource across the agency

You will ensure intelligence is accessible and understandable, making best use of current technology to delivery self service options and providing clear narrative to articulate findings.

You will work flexibly, and across teams, to make the best use of the available resource and experience of people across the DES function and wider business. You will understand what it means to be an “intelligent client” when working with others to deliver solutions on your behalf.

You will preferably have experience in delivering similar services for public sector policy programmes, or housing-related businesses.
