Job Description 1

The Role

We wish to appoint to a new position to lead in the management and exploitation of our knowledge assets (KAs). KAs are non-physical assets such as intellectual property, skills, know-how, data and R&D outputs. These are key elements of a 2021 report (“Getting Smarter: a strategy for knowledge and innovation assets in the public sector”) and part of a government priority to boost productivity and bring UK inventions into the economy. The post is funded by the Government Office for Technology Transfer (GOTT) as part of its KA Strengthening Pilot programme (KASP).

You will have the rare opportunity to shape how the Environment Agency supports this important emerging area of work. The KA Manager will manage the process from knowledge asset identification through to exploitation and will be involved in development of relevant KA polices and processes. Specifically the role will involve:

  • Working across the Environment Agency to seek out new and underutilised KAs. You’ll create a register of assets and undertake commercial assessment including market assessment, potential for IP protection, ownership and freedom to operate. You’ll file for IP protection and work with Data teams and the wider Environment Agency to negotiate IP-related agreements ensuring appropriate revenue share. You’ll develop and deliver on commercialisation strategies, including marketing and business planning and reviews.
  • Supporting senior leadership to develop and review the Environment Agency’s KA Management Strategy and underpinning policies. You’ll embed KA management principles set out in the Rose Book and develop processes for KA management including recording and reporting on opportunities throughout the lifecycle.
  • Developing and delivering KA awareness sessions and learning materials for Environment Agency staff including providing information and advice to departments.

You’ll be part of a dedicated team who strive to maximise income generation for the Environment Agency through commercial routes. It’s a supportive, innovative and creative environment. As funding is squeezed we seek new opportunities to use the Environment Agency’s knowledge assets to drive income which in turn supports the valuable work of the organisation.

Experience/skills Required 1

This is an emerging area so we will develop your skills on the job. Ideally you will need to demonstrate experience operating in at least one of the following areas:

  • Intellectual property (IP) management
  • IP licensing
  • Spin-out company creation
  • Business planning or developing commercial strategies
  • Demonstrable experience in working with third parties and/or advisors to deliver IP and exploitation outcomes
Personal qualities include:

  • Experience of working collaboratively influencing and building positive relationships with senior leaders
  • Ability to think strategically and grasp complex issues, with the ability to balance multiple competing priorities whilst keeping sight of the bigger picture
  • Excellent all-round communication skills including being able to draft accurately, adapt your style to suit different audiences and brief senior stakeholders verbally on complex issues
  • Be proactive, adaptable, curious, able to deliver at pace and show leadership

Learning and development

  • You will be assigned a mentor from GOTT who will be responsible to assist you in the KA-specific aspects of the role and support you in your L&D needs. This may include training through GOTT, external training or secondments. You will be expected to share details of KA projects with the GOTT team, with a view to supporting you and the Environment Agency in their development and exploitation. TTSPs may provide access to additional external expertise to help KA exploitation.
  • You will have the opportunity to participate in networking events such as the GOTT Annual Conference and Thematic Workshops.
