This opening assignment is for 6 months (possibility of an extension)

You will support in delivering business objectives to the residents of Oxfordshire through a high performing, capable and motivated workforce by providing professional HR expertise on employee relations, performance management and attendance.

You will promote best practice standards of people management and contribute to the continual improvement of professional, expert HR advice and practice across out workforce.

Main responsibilities:
  • Diagnose, advise and work with staff to resolve workplace disputes and conflict accessing specialist input from Organisational Development, mediation and other specialists where necessary with the aim of achieving informal resolution wherever possible
  • Advise and support managers on matters relating to sickness absence. Monitor long term sickness and update case management information, to ensure all sickness absence cases are proactively managed
  • Promote and advise on good working practices and fair and effective procedures to encourage a swift return to work where possible
  • Advise and support Grievance Managers to manage formal grievances and disputes including setting terms of reference, liaising with the aggrieved employee, trade unions and investigating officer
  • Act on behalf of the organisation and its interests in negotiating settlement agreements and exit strategies with employees, legal representatives and trade unions and advise on legal claims including preparing for appeals and tribunals where required.
  • Advise and coach managers in dealing with change and direct them to access support and advice from other services where required e.g. H&S team and Wellbeing service
  • Contribute to the development of best practice policies and procedures, feeding back through 121’s and attendance at HR practice learning meetings
  • Advise and coach managers to manage poor-performance and misconduct informally, effectively and promptly
  • Advise managers on formal misconduct and capability matters including issues involving suspension, formal investigations and dismissals. Act as adviser on formal panels where required.
  • Ensure risks, including of litigation, are properly assessed and managed in the provision of advice to managers on employee relations matters
  • Dealing with a range of complex and contentious matters requiring support, persuasion, advocacy and sensitivity, within the application of operational guidelines
  • Challenge, influence and persuade managers to ensure compliance with legal and best practice standards
  • Act as internal consultant to managers on employee-related and change projects assisting them to meet the aims and objectives of their service
  • Design and deliver training for managers to improve standards of people management and awareness and understanding of legal responsibilities and policies
  • Advise on complex areas of contractual terms and conditions of employment, employment status, pay and benefits and the interpretation of policy and procedures, promoting the use of our online advice for common HR matters
  • Provide expertise and contribute to the review and development of HR policy and strategies
  • Work with trade union officials, employees and managers to encourage positive employee relations
  • Promote and raise awareness of policies and HR strategies and initiatives
  • Use workforce data to analyse and identify workforce trends and issues collaborating with relevant HR colleagues to develop appropriate solutions
  • Contribute to the continual maintenance and improvement of our online HR advice and ensure all HR Advice templates, letters and checklists reflect the latest employment law, best practice and Policy
  • Draft letters using a selection of templates to communicate with staff and managers on HR matters. Examples of letters include; invitations to investigative meetings, invitations to hearings, suspension of contract letters, acknowledgement of grievances, outcomes following investigations and hearings etc.
  • Support managers to develop their confidence, knowledge and skills in dealing with people management and employee relations matters
  • Where required cover the HR Advice desk, resolving enquiries where possible and referring matters on where appropriate
  • Maintain a good understanding of services, aims and objectives to ensure employee relations matters are managed appropriately
  • Keep accurate and up to date case records ensuring information is kept securely and confidentially
  • Manage your continual professional development keeping up to date with the latest employment law, best practice and innovation in people management and employee relations. Including attending practice learning and law briefings.
  • The nature of this post requires flexibility to meet urgent work needs as they arise. This will inevitably entail some work outside normal office hours
  • Co-ordinate the collection and disclosure of accurate and up to date workforce and employment information in order to comply with the requirements under TUPE and the Data protection Act
  • If required, liaise with the appointed legal advisor in relation to workforce matters including indemnities and pension arrangements
  • Work with the potential partner organisations, third party contractors and existing service managers to jointly consult with affected staff on the transfer of their employment
  • Advise managers on any employee relations matters that arise during day to day activities HRMAT or other HR services where necessary

  • CIPD qualified to graduate level with up-to-date knowledge of employment law and employee relations best practice
  • Considerable experience that would have been gained from at least five years of providing professional advice on employee relations matters in a diverse and complex organisation
  • Experience of understanding and advising on a variety of complex HR matters including contractual terms and conditions, pay and benefits, employment status and the interpretation of policies and procedures
  • Highly developed communication skills with the ability to influence, build rapport quickly and communicate effectively verbally and in writing, translating legal and policy matters into plain English, adapting style to different people including experience of advising senior leaders
  • Strong commitment to equalities and inclusion with experience of advising and dealing with discrimination, bullying and harassment
  • Proven track record of resolving conflict by facilitating and aiding reconciliation between parties, diagnosing the root cause and developing solutions including advising on formal procedures where informal resolution is not achieved
  • Experience of advising on informal performance improvement and formal disciplinary and capability procedures
  • Good IT and administration skills with a sound understanding of the legal requirements in handling personal and sensitive data and ability to use Excel spreadsheets to manipulate data
  • Good organisation skills with ability to prioritise a case load, ensuring cases are progressed and resolved in a timely way
  • Honest with strong integrity, setting high personal and professional standards with a commitment to continuous professional development
  • Experience of collaborating with a team and other stakeholders
  • Resilient with the ability to deal with challenging behaviours and conflict
  • Ability to analyse complex situations, gather the facts and take a risk assessment approach to finding the best solutions
  • Ability to facilitate meetings and take minutes, producing reports within specified timescales
  • Able to travel across the county to deliver effective case management, at any location as necessary and be flexible
  • Occasional need to work additional hours outside of normal working hours to ensure delivery of required levels of service
