How you’ll make a difference

This is an exciting opportunity to use your skills and experience to make a real difference in how we use our core business systems to make the best decisions possible for our residents and customers. The programme will be multi-year and cross council touching multiple services provided by the council both internally to services and externally to customers and schools. Your skills in managing stakeholders and supporting them on our journey will be critical as we seek to use our core systems to drive efficient and effective processes.
As we continue our journey of digital enhancement and improvement you will be responsible for delivering the procurement and implementation of a council wide Enterprise Resource Planning (ERP) system and cultural change transformation programme.
You will lead and manage all aspects of the programme, ensuring that the outcomes and objectives are achieved within agreed budget and timescales.
What will you be doing?
  • You will lead the identification, selection, and implementation of a new integrated council wide ERP system. This will include the selection of a multi-disciplinary programme team and the identification of any change management requirements
  • You will establish the governance arrangements for the delivery of the programme using the council’s change methodology and programme management approach, to include progress reporting and risk management.
  • You will ensure finance, HR, ITD and business requirements are well defined by effective team and programme management.
  • During the project you will provide an updated business case and associated funding recommendations following the procurement, to gain approval from Cabinet to proceed. You will also control the financial expenditure and integrity of the programme to ensure compliance with regulations, council policies and value for money.
  • It will be essential for you to engage effectively with senior leaders and key stakeholders to gain and maintain cross-cutting support for the programme and ensure the successful implementation and adoption of the new system. You will work closely with the Heads of Financial Services, HR and IT and manage the relationship with the Delivery Partner via its Lead.
  • You will manage a budget of circa £4.8m of which £800k is staffing. The project will deliver cashable savings, due from 2025/26 following the implementation of the new ERP system.

What we need from you

  • As you will be the subject matter expert in the ERP programme you will have authoritative knowledge and expertise in this area, and proven successful leadership of ERP implementation previously, in a public sector setting.
  • You should also have demonstrable experience in identifying and delivering new ways of working and cultural change.
  • You will have a substantial level of senior level leadership experience, including managing professional, qualified staff in a complex area and experience of matrix management of teams.
  • You will be a strong leader, showing your ability to provide depth and breadth of knowledge and to act with credibility at this level. You will be persuasive and engaging, with the ability to hold people to account but also coach and develop a team.
  • It is essential that you have extensive knowledge of delivering against equality, diversity and inclusion objectives within relevant service areas clearly using performance measures to identify imbalances and advance equality of opportunity for all.
The post will be for a fixed term up to April 2024 (with the option to extend to ensure successful implementation and programme closure)
The post holder will be able to work remotely, with some office-based working.
