The Challenge

DIO Regional Delivery is responsible for the provision of a safe, compliant and usable estate for the Armed Forces personnel, including the accommodation (service family accommodation) across the UK and worldwide. Within Regional Delivery, RD Utilities is responsible for provision of utilities to the estate through the procurement and management of circa 25 UK energy and non PFI water supply contracts. These contracts see an annual spend of £300M and requires the management of c. 18, 000 bills per month and £3-5M generated through third party recoveries, making MOD/DIO a significant force in government utilities provision.

The provision of Utilities is therefore a critical requirement for the safe occupation of the MOD estate and the work undertaken by RD Utilities team is critical to delivering strategic operational outputs. Further as the provision also includes SFA there is a significant link to the experience and support offered to Armed Forces personnel and their families across the estate.

The RD utilities team has undergone some restructuring recently and are now managed under the wider Regional Delivery Scotland and Northern Ireland business. This move enables reach back into the wider team for business support and Continuous Improvement and has the potential to strengthen RD Utilities brand and engagement across the business.

Under the new structure DIO there is an exciting opportunity for are an experienced, highly motivated individual to join the senior management team to develop the diverse team and ensure delivery of these critical outputs. The successful candidate will be a hardworking, consummate professional, with the ability to engage, motivate and deliver outputs, with skills in programme and contract management and experience of the business case development and financial approval processes, ideally in a Government department. Also knowledge of the UK Utilities market, procurement and data management is required.
