The Challenge

This role is part of the SFM finance team that is responsible for the financial management of both In-Year and the Annual Budgetary Cycle (ABC) budgets covering the UK Soft Facilities Management (SFM) 7 Regional Hestia contracts. The contracts are about to take up Option Years to extend pending work on their replacement, the financial impacts will need to be correctly reported. impacts need to be captured. The role will assist DIO SFM AH in providing financial support to the Defence SFM project for the replacement to the Hestia contracts, looking to shape the future contracts using lean and digitalised processes.

Responsibilities

Main Responsibilities

As a Senior Finance Officer in DIO you will provide financial support ensuring the smooth running of In Year Management and Annual Budget Cycle submissions. Having direct line management responsibility for 3 direct reports and a total team of 5 you will guide the team through the contract extensions ensuring a smooth transition to business as usual.

Your main responsibility will be for the implementation of In-Year Management (IYM) activities, including monitoring spend against budget, analysis of actuals, co-ordination and input to forecast creation, support to governance meetings and report production. The provision of clear robust financial data, ensuring accuracy and veracity of financial information and maintaining compliance with the relevant standards, policies and rules in place is key. At key times your focus will be on the input of financial information into and provision of support to the planning round process, including assistance to the Finance Customer TLB and Regional Business Partners.

You will also contribute to wider Financial Management in DIO, MOD and pan Government Finance reform programs and support the DIO audit by providing responses to queries during National Audit Office audits, checking the team provides financial submissions on time and to a high standard. Support to the continuous improvement of financial processes and exploitation of C,P&F (Oracle based IT system) to optimise the finance systems and processes will enhance the decision-making process. The promotion of financial management within DIO and provision of a positive environment, will assist in ensuring all SFM finance staff are properly trained. You will provide assurance that internal controls as outlined in policy are embedded and adhered to always.

Desirable Experience & Skills

It is desirable that the successful candidate has:

AAT/CCAB qualified accountant or working towards a qualification

Familiarity with C,P&F or other Oracle based systems

Familiarity with Government Finance requirements (eg.: JSP’s)
