Job Description

The Challenge
Be part of the DIO Private Finance Initiative (PFI)/Aquatrine Finance Team engaged in the high profile closure and transition of DIO’s initial three closures.
Providing financial support and guidance for the first three DIO PFI utility contract expirations and transition (Tidworth Water & Sewage, Lyneham Waste Water and Fylingdales Power Generation) – ensuring that final account details are agreed and the necessary funding to support closure, transition And enduring service are secured.
Provide comprehensive financial and accounting advise to key stakeholders including engagement with existing Service providers.
The closure and transition programme for this first three contracts is challenging with the closure dates being immutable.
The post holder will also have Line Management responsibility for the Budget Manager covering all six utility contracts within the DIO PFI portfolio which includes the Aquatrine contracts.
Location
DIO PFI/Aquatrine Finance Team is based at Andover. We offer a flexible base location for this role and will therefore make one of these locations your duty station where possible. Where this is not possible, we will look to assign an alternative MOD establishment as your duty station.
Work location will be agreed once the successful candidate has been selected.
ResponsibilitiesMain Responsibilities
  • Provide financial support ensuring both the efficient closure of the existing contracts as well as the smooth transition to the future delivery of the services
  • Support to individual contract closure teams providing financial/budgetary guidance in relation to asset holdings and valuations including reconciliation of contractor asset records and Non-Current Asset Register (NCAR)
  • Assist in accounts closure ensuring that requisite finance and accounting is completed iaw existing policy and guidance liaising with Finance Top Level Budget (Fin TLB), Financial Management Policy & Accounting (FMPA), etc.
  • Support completion, scrutiny and submission of business cases/approvals including liaison with contract closure team, approving authority, etc.
  • Responsible for ensuring the enduring provision of contract funding for extant contracts and future delivery models
  • Provide financial advice and guidance on the existing payment mechanism and financial aspects of the extant contracts including Business As Usual (BAU) In Year Management (IYM), Annual Budget Cycle (ABC), etc.
  • Responsible for BAU financial management and control for wider utility portfolio
  • Line management
  • Identifying and maintaining Learning From Experience (LFE) relating to the reconciliation work
