Job Description

The Challenge
Major Programme & Project (MPP) is accountable and responsible for the delivery of infrastructure capital projects (excluding Minor New Works) to support the Front-Line Commands (FLCs) in the UK and overseas. MPP provides infrastructure project delivery and expert input to the early development of programmes and projects across the FLCs. MPP has adopted the principles of Portfolio, Programme and Project Management (P3M) and will champion them across DIO. MPP also directs and advises DE&S on all infrastructure aspects of hybrid projects, including nuclear. MPP operates through a geographically dispersed organisation.
Currently each individual Single Living Accommodation (SLA) project is procured and delivered independently. This causes issues at operational level disrupting military capability as well as having pan-DLOD cost implications. At project level, as there is no institutional learning from the supply chain, mistakes are repeated, and we do not capitalise on the capabilities of the full supply chain to assist with the development of options and delivery plans.
This is a Fixed-term Appointment for 2 Years This post will therefore begin from your start date and end 2 years after that.

Therefore, You Should Be Aware That When Your Fixed-term Appointment At MOD Comes To An End, You May (if You Are An Existing Civil Servant) Become At Risk Of Redundancy And Be Given Priority Mover Status, Unless
  • the contract end date is met and honoured, for external employees who are not existing civil servants.
  • an extension to your Fixed-term Appointment has been agreed.
  • a conversion of the Fixed-term Appointment to a permanent role has been agreed.
  • you return to your home department
  • you are successfully redeployed into a suitable alternative post.
  • you secure another Civil Service post through a recruitment process.
Permanent Civil Servants joining the Ministry of Defence (MOD) on a Fixed-term Appointment:
If you accept a Fixed-term Appointment with MOD, the preferred option is for you to transfer from your home department on a loan basis to ensure you can return to your home department at the end of the Fixed-term Appointment. Exceptionally, if a transfer on a loan basis cannot be agreed by your home department, you would transfer and become a permanent employee at MOD but on a Fixed-term basis. This will not affect your continuity of employment. If you face a redundancy situation at the end of the Fixed-term Appointment you will be treated as a permanent civil servant for redundancy and priority mover purposes only. You must have two years’ service to be eligible for redundancy benefits under the Civil Service Compensation Scheme.
ResponsibilitiesMain Responsibilities
The SLA Programmatic Approach aims to develop a management approach and complementary supply chain arrangements to support the needs of the Frontline Command assets. The project involves developing and implementing modern Asset Management methodologies to support portfolio decision making processes, including regular reprioritisation as asset condition changes dynamically. They will also ensure that we have the appropriate management systems and governance in place to deliver and that supply chain arrangements are in place which enable, faster more responsive project delivery and earlier input into planning phases to respond to changing asset needs.
The SLA Programme Manager will;
  • Manage the implementation of the approach under the direction and guidance of the Programme Director.
  • Development and implementation of the agreed ways of working and operating model and will be a key point of contact with regards to the delivery of the new models’ outputs.
  • Manage and assist with the development of all relevant Business Cases necessary to implement the new operating model.
  • Ensure that agreed processes and procedures are kept under review and up to date and will aid with the management of contractor and supplier performance via the maintenance of KPIs and the monitoring of KPI performance.
