Job description

DIO manages £35bn of infrastructure assets and spends £3.5bn each year maintaining and developing those assets on behalf of the whole of the MOD in pursuit of its strategic objectives! DIO’s finance function strives to provide outstanding financial management, reporting and advice to a range of stakeholders across the MOD, ensuring value for money for the taxpayer in how the Department’s Infrastructure Portfolio is delivered.

As a Finance Manager in DIO you will help enable the successful delivery of significant Infrastructure in support of the United States Visiting Forces (USAFE). You will be accountable for ensuring your Business Area (BA) adheres and conforms to all agreed DIO TLB processes and operating procedures, and particularly those which are detailed under the key infrastructure process for Finance. The role is responsible for providing financial management of their Business Area’s budget and spend against the Control Totals (CTs) delegated. Working closely with the business and project teams in particular, you will provide advice and guidance to ensure the delivery of reliable and robust monthly accounting activities, reporting and forecasting both In Year and across the Annual Budget Cycle.

Person specification

In Year Management Forecasting and Planning:

  • Partner with the project Teams to produce an in-year forecast and 10-year profile, in accordance with central timetables and instructions.
  • Compare contractually committed and uncommitted forecasts against the approved funded budget and analyse any variances through ongoing scrutiny and challenge of the financial data in conjunction with monthly review meetings with deputy head Major Programmes and Projects (MPP) area.
  • Conduct financial expenditure analysis for each project reconciling General Ledger (GL) reports against the Trial Balance in accordance with central timetable and instruction.

Providing Policy and Guidance:

  • Responsible for the provision of clear & robust strategic financial advice to all relevant stakeholders.
  • Promote the financial integrity of this area. Accountable and Responsible for the coherent financial management of the budget.
  • Ensuring that appropriate delegations are in place and exercised.

Annual Reporting & Accounts (ARAc):

  • Contribute to the production of Financial Statements in accordance with central timetables and instructions.
  • Conduct a "deep-dive" analysis of the transactions which impact on the ARAc, investigate legacy and current transactions to ensure accuracy and reconcile to the Trial Balance.
  • Provide input into the production of the MPP ARAc submission in line with deadlines and respond promptly to queries.

Allowances

Employment Hours:

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibility to enable a better work-life balance for employees. Flexible working, Part-time working, Compressed Hours and Job Share working patterns will be considered.
