The People and Training Directorate within Navy Command Headquarters is responsible for attracting, recruiting, training, sustaining and retaining inspired, capable and motivated people in an agile and flexible Whole Force to enable the Royal Navy to succeed on operations by putting our people capability first. Our team is based within Navy Command Headquarters; the nerve centre of the Royal Navy providing the ships, people, aircraft and equipment to deliver the UK’s defence policy. Civil Servants and Armed Forces personnel work together across a wide range of interesting and challenging jobs in different disciplines.

The uniformed civilians of the Royal Fleet Auxiliary (RFA) are professional qualified seafarers, trained and educated to recognised international maritime standards and deliver worldwide logistics and operational support to Royal Navy military operations. Fully integrated into front-line warships, the RFA is an essential element of how the Royal Navy operates with freedom around the globe. The RFA supports a wide spectrum of operations from high-tempo war fighting to counter piracy, disaster relief, counter narcotics, law enforcement and evacuation operations.

This position is advertised at 37 hours per week.

Job description

We are a mixed and diverse team working in a hybrid environment, putting People Capability at the heart of our decision making. This is a time of great change – but also of fantastic opportunity. We are seeking a people-focused professional with an eye for detail and excellent verbal communication skills to join us at an exciting time where you will have the opportunity to shape and develop an evolving new team, to:

  • act as Co-Chair and Secretary of the Career Framework Working Group meetings to ensure that new Career Framework criteria and Talent Management Scheme initiatives are successfully integrated into future Career Development Panels (CDPs)
  • ensure accurate Grade Assessment data is scrutinized, available and appropriately recorded for each panel including Skills and Experience comments, caveats and waivers to enable efficiency of each Career Development panel and individual Appeal Panel
  • manage the Shore Post tracking process, advertising positions in accordance with relief timelines, generating a list of eligible candidates identified as suitable by CDPs and acting as a panel member on behalf of Hd RFA People Ops
  • identify and implement bespoke career plans for individuals to progress them through the Career Framework
  • be the point of contact with other teams across P+T carrying out similar functions and seek out ways to improve, digitise, automate and integrate our Career Development Panels, Talent Management scheme and HR admin processes within an agile Whole Force Royal Navy.

Apprenticeships normally last between 12 months - 3 years, depending on the level of the apprenticeship.

This is a Fixed-term Appointment as RFA Advancements, Promotions and Development Officer in the RFA People Delivery Team Your responsibilities will be as described in this job advert. The reason why you are appointed for a fixed period is due to a team member taking an Extended Special Unpaid Leave break. This post will therefore begin on your appointment and end on 31 January 2024 . You should be aware that when your Fixed-term Appointment at MOD comes to an end, arrangements will be made in line with the FTA policy.

If you are a permanent MoD civil servant and are found successful for an advertised Fixed-term Appointment (FTA) you should move into the post under a Temporary Transfer (for up to a maximum of 23 months). At the end of the posting, you will return to your previous MoD Business area.
