The Challenge

The Energy Supply Manager (ESM) fulfils a critical role within Regional Delivery (RD) Utilities, acting as the primary focal point between DIO and its MOD customers regards the continued provision of delivered fuels (oil, LPG & biomass) across the estate. The delivered fuels portfolio is managed across 13 contracts and carries an associated annual spend of approx. £20M. Proven leadership skills, the ability to communicate effectively, and a drive to perform in a dynamic and fast-moving environment are therefore essential. The ESM will be collaborating with suppliers, site stakeholders and Commercial support on a regular basis, working to ensure the resolution of supply issues, ongoing portfolio management and the timely payment of invoices in line with contract terms.

About DIO RD Utilities

DIO RD Utilities provides a centralised national service to MOD customers through the effective management of its energy supply contracts. The team covers key estate utility related functions including bill payment, third-party recoveries, supplier management, query resolution, and data management & reporting services.

Responsibilities

Main Responsibilities

The Energy Supply Manager will have the following responsibilities:
  • Manage the validation of supplier invoice upon receipt, ensuring the correct application of unit rates and supplier margins as per contract terms.
  • Ensure the timely payment of supplier invoice in line with contract payment terms, overseeing the processing and authorising release via the Contracting Purchasing & Finance (CP&F) and Bills Direct electronic payment systems.
  • Work with DIO Finance and Suppliers to ensure accounts remain current, resolving instances of overdue payments and reclaiming account credits.
  • Collaborate with Suppliers and DIO stakeholders to ensure all current and future suppliers are onboarded to the CP&F electronic payment tool, as per MOD mandate.
  • Identify and implement a mechanism to enable the continued payment of off-contract supplies.
  • Work with Suppliers, Commercial and MOD stakeholders to ensure the timely identification, and resolution of, supply and billing issues.
  • Develop Key Performance Indicators for inclusion in new contract tenders, working to establish a performance monitoring regime for application during contract terms.
  • Maintain the delivered fuels supply portfolio, adding/removing delivery points as required. Work alongside the Contracts Management team to address the impact of additions on contract value and approval limits. Ensure site stakeholder are advised and comply with the ordering/billing process.
  • Develop and maintain business processes for all aspects of the account management function, facilitating business continuity across the team.
  • Assist the Contracts Management team in the development of energy supply business cases, providing guidance on supply portfolio and fuel consumption. Accurately capture contract spend on a monthly basis, enabling effective monitoring of spend against approval limits and the forecasting of future costs.
  • On behalf of senior management, capture and collate performance statistics regards bill payment, contract spend and query resolution for inclusion in the Regional Delivery Director (RDD) report.
  • Undertake recovery of monies due from third parties/lodgers who receive their energy via MOD supply. Collate evidence of consumption/spend and submit recovery requests via the DBS WebIris electronic portal.
  • Fulfil line management responsibilities for 2 x D and 2 x E1 posts, ensuring staff are compliant with RD Utilities KPI including mandatory training.
Desirable

Experience - Previous experience of using the Contracting, Purchasing and Finance (CP&F) electronic payment system.
Skill - Intermediate MS Excel skill level.
