LocationCroydon, London (region), CR0 2AQ : Leicester, East Midlands (England), LE3 5DR : Nottingham, East Midlands (England), NG1 7AU : Plymouth, South West England, PL6 5WS : Swansea, Wales, SA7 9FQAbout The JobJob summaryWe have an exciting opportunity to join our Commercial Group as a Commercial Business Partner in our Finance and Business Directorate, gaining exposure to an organisation driving transformation and being at the forefront supporting this by helping shape and develop commercial capability.In this exciting leadership role, you will be pivotal in delivering commercial outcomes for the Business, which includes ensuring HMLR remains legally compliant and contractually protected, undertaking technical assurance reviews of complex contractual documentation, shaping and influencing strategic decisions, ensuring contractual compliance with supplier delivery, commercial leadership and increasing commercial capability within the programme.You will play a key part in ensuring that procurement activities throughout HM Land Registry are undertaken in accordance with the appropriate legislation/regulations and prevailing Government guidelines and best practice.You will have the opportunity to shape delivery, deliver change in working practices and organisation with an opportunity to network and collaborate with other government commercial teams such as Department for Business, Energy and Industrial Strategy (BEIS), other BEIS partner organisations and the Cabinet Office.Commercial Strategy Objectives:
  • Create strategic category plans that enable early options formulation and analysis to inform robust investment decisions.
  • Align and enhance our procurement practices with the Procurement Bill, Government Commercial Functional Standards and relevant government policies.
  • Drive added value in our contracts by effectively embedding policy goals (such as sustainability and social value) through procurement objectives.
  • Further strengthen our contract management capability to realise and evidence intended contractual benefits consistently and minimise service risk.
  • Increase visibility of performance, cost, risk and return on investment.
  • Create greater ownership and accountability of defining and developing services to meet our future needs and support our Strategy 2022+.
  • Enhance commercial capability across HM Land Registry to create a collective commercial mindset.
  • Embed commercial perspectives and levers in wider HM Land Registry policy and service design.
  • Establish ourselves as an exemplar commercial function, proactively sharing best practice with other government departments.

  • Act as commercial advisor to HMLR’s Transformation Portfolio Programmes, including HMLR’s largest transformation programme Local Land Charges (LLC) ensuring that HMLR enters into robust, legally sound and compliant contracts.
  • Lead direct negotiations with suppliers for contracts always ensuring that HMLR’s commercial interests are protected and that all steps are taken to maintain regulatory compliance and avoid legal challenge to HMLR.
  • Influence drive and proactive engagement with Transformation Portfolio Senior Stakeholders, Programme Managers and Service Managers to develop procurement strategies, including driving forward organisational planning activities to ensure requirements are identified in advance and support timely procurement.
  • Influence and advise on a daily basis the LLC Programme Director (SCS1), Head of LLC Delivery (G6) and Supplier and Delivery Managers (G7s) to adopt the necessary practices, escalating to Head of Commercial (G6) or DD Commercial & Estates (SCS1) on limited occasion as necessary.
  • Coach, mentor and support members of the programme teams at senior grades to build and apply commercial acumen in working with large commercially minded suppliers.
  • Provide Commercial representation in Programme Governance, including Programme Boards.
  • Establish relationships and engage with external stakeholders including Department for Business & Trade (formerly known as BEIS ) Senior Commercial Managers, HM Treasury, including IPA, Cabinet Office, and Crown Commercial Services to support the effective approval and assurance of commercial cases and contracts; actively participate in commercial networks stemming from Central Government, including various initiatives that come out from the Department for Business & Trade Commercial Team and the Government Commercial Function.
  • Participate in and lead on contract health check reviews for HMLR’s most business-critical contracts, working with the Head of Commercial (HoC) / G7s.
  • Coach & mentor within the organisation in Commercial best practice, encouraging development by providing opportunities to further improve skills/confidence.
  • Ensure effective communication when providing Commercial leadership to the Transformation Directorate to actively engage change/ improvement, to influence and advise on strategic direction that will identify saving/aggregation opportunities for the organisation and improvement in capability across the organisation.
  • Understand the impact of financial position in own area and that of the organisation and use insight to curtail or support business and investment activities.
  • Balance policy aspiration and delivery, outline risk and benefits of different options to achieve value for money ensuring all submissions contain appropriate financial information.
  • Understand priority and benefits of different actions and activities to consider how to achieve cost effective outcomes.
  • Lead and manage part of the Commercial Group, ensuring compliance with HMLR’s commercial obligations and in accordance with its objectives; plan and prioritise commercial activity within the Team, establishing and maintaining effective ways of working with wider commercial teams; providing and completing appropriate Management Information to support the commercial agenda.
  • Develop commercial practices and processes and ensure commercial risk controls are in place; make informed commercial decisions and recommendations, understanding the impact of these upon the business as a whole.
  • Communicate openly and effectively with stakeholders of all levels from across the business, translating complex commercial decisions into relatable concepts to promote understanding of wider business needs and securing buy-in.
  • Engage with key stakeholders across HMLR to provide professional commercial advice and ensure that effective and efficient commercial activity delivers the best value for HMLR; deliver commercial engagements in a manner which engenders a good understanding of commercial responsibility and gives an enhanced customer service.
Person specificationTo be successful in this role, you will have proven experience of procuring goods and services, and contract management in the public sector and/or a related setting with knowledge of public procurement regulations, including of the use of government frameworks.You have experience of delivering high quality and practical procurement related advice, guidance (policies, procedures & templates) and management information.You hold experience of working within Transformational Programme/Projects/Workstreams and able to introduce or adapt to change in line with emerging business drivers, whist maintaining a strong customer focus with the ability to make robust decisions as and when required.You possess strong, effective & influential presentation & communication skills (verbal & written) with the ability to both understand and translate “technical jargon”, including experience of engaging & advising Senior Stakeholders on strategic direction that will identify saving/aggregation opportunities for the organisation.You are confident in coaching & developing colleagues and stakeholders in Commercial best practice, to steer and drive improvements and increase commercial capability within the organisation.You have the ability to lead a Team to drive performance and engagement, including excellent planning and organising skills including ability to prioritise own/team workload.You have knowledge of contract and supplier management, including KPIs and Management Information to assist service delivery as well knowledge and awareness of service escalation, resolution and negotiation.Essential Technical skills and qualifications:
  • Hold or be working towards (if not already held) a full professional qualification in procurement and supply at MCIPS (Professional Membership of Chartered Institute of Procurement & Supply) or equivalent.
  • Demonstration of maintained procurement knowledge through a programme of continuous professional development.
  • Proficient in MS Excel.
