The main role within this post will be to ensure that efficiencies and benefits management is being implemented effectively across the department and all domains with respect to wider Cost Management, and that Delivery Agencies (DA) and Front Line Commands (FLC) have the capability to do so.

There is a requirement to support senior management by assuring key Departmental data, including benefits data, providing confidence that it can be relied upon and will also withstand external scrutiny.

There is a secondary role to engage in bespoke analytics as required by the Department in support of strategic cost management related decisions, for example into Integrated Reviews of Security and Defence.

As an Efficiencies, Benefits and Analysis C1, you are expected to provide technical expertise to support CAAS business objectives in four key areas;
  • Benefits Assistance: Supporting the Department in developing benefits management capabilities into business as usual and, as appropriate, support the production of benefits related outputs required by the business.
  • Independent Assurance: Conducting assurance of key cost management and project performance metrics, particularly those relating to benefits/efficiencies, to provide confidence to senior management in the values being reported by the Department.
  • Consultancy Analytics: Engaging in detailed analysis of data relating to strategic Defence decisions to provide decision makers with clear, integrated and evidence-based insight.
  • Supplier Insight: Complete financial monitoring and evaluation of MOD suppliers, who’s ability to supply is critical to the MOD. Supporting the Commercial function across the department and all domains to reduce supplier risk in Delivery Agencies (DA), Front Line Commands and Projects
The post holder will be expected to contribute towards wider development of analytics capabilities within CAAS and the MOD Analysis function and occasionally support the Supplier Insight programme with analysis.

Responsibilities

The postholder will:
  • Provide technical expertise during Benefits Assistance tasks that support the adoption of best practice and compliance with MOD policy. Work with DA and FLC staff to enhance their understanding of how best to discharge their benefits management responsibilities. As required, support production of benefits management artefacts in support of developing infrastructure or occasionally in support of approvals submissions.
  • Engage in Independent Assurance tasks by conducting assurance of key Departmental data including benefits and project performance whilst maintaining CAAS independence. This may require reviews of the systems/processes that produce key Departmental information and make recommendations for reducing risk of misstatement.
  • During Consultancy Analytics tasks, scope customer requirements, building stakeholder relationships across MOD/wider Government/Industry as required. Use technical expertise and experience to develop and agree analysis approaches with customers, deploying and managing finite resources to deliver outputs. Communicate findings back to stakeholders and senior management to achieve impact.
  • Engage in wider CAAS programmes of work as required by workforce planning. Specifically deliver Supplier Insight outputs as directed by the SI Section Lead.
  • Support wider CAAS Cost Management Leadership activities by identifying and delivering necessary capability interventions at DAs and FLCs. CAAS’ remit as a pan-MOD cost management leader means there will frequently be the need to work with the Front Line Commands and Delivery Agents, particularly in relation to our Benefits Assistance services. This will require travel to other locations other than your main duty station to directly engage with local staff.
  • Engage with the wider MOD Analysis function and CAAS professions to support both their own skills development and that of the wider EBA Team.
  • Have responsibility for planning and managing resources to deliver specific tasks.

Desirable: Professional qualification (or working toward) and membership of an analysis related external body/institute. This includes but is not limited to: Accountancy Institutes (e.g. CIMA, ACCA etc.), Government Statistical Service, Government Operational Research Service, Royal Economics Society.

Experience Of Benefits Management In a Change Context.

Experience of Audit and/or Assurance.
