We are currently seeking applications for two Business Analysts within the Data and Digital Identity Division of the Digital Directorate based in Edinburgh. This is a permanent and pensionable appointment and new entrants will normally start on the minimum of the pay range. DDaT Pay Supplement
This post attracts a £4,000 DDaT pay supplement after a 9 months DDaT competency qualifying period. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.

Overview
The Scottish Data and Intelligence Network (D&IN) was set up during the Covid-19 pandemic to build on the existing community of data expertise and make best use of the data already available across Scotland. The network is a partnership of expertise from across Local Authorities, Health Boards, Directors of Public Health, Health and Social Care Partnerships, Public Health Scotland, Scottish Government, academia and other public bodies.

The D&IN aims to identify, prioritise, and develop data and intelligence products that address some of the key challenges relating to Covid-19 and ultimately help to improve lives. The D&IN follows the safe and secure arrangements established in Scotland for the use of data to ensure privacy and ethical data use is maintained. As Scotland begins to recover from the impacts of the Covid-19 pandemic the D&IN will play an active role in maintain the relationships establish and the good practice developed. This will include enhancing the D&IN in order to meet the challenges of Covid-19 recovery and to begin to support government priorities outside of the pandemic.

This post will work with the Head of Data & Intelligence Network to support the needs of the Scottish Government and partners throughout Covid-19 recovery and enhance the services of the D&IN to support other governmental priorities. The successful candidate will do so by driving the delivery of agreed information products and services. You will be skilled and experienced in working in a data environment with excellent numerical and analytical skills. Knowledgeable in data regulation, data ethics, data standards, data sharing agreements and data governance at a practical level. Experience of working at the front end of the project lifecycle, adept at cutting through requirements to drive out the essence of the business problem. Ability to think on your feet, provide quick solutions and resolve issues in a timely manner.

This post is part of the Scottish Government DDaT profession. As a member of the profession you will join the professional development scheme, currently BCS RoleModelplus.

Essential Criteria
1. Track record of delivery in shaping and defining business problems.
2. Background in data driven initiatives and understanding of data and business analysis.
3. Experience of working in a complex stakeholder environment.
4. Experience in working across multiple teams and organisational boundaries.
