The UK National Breast Pathology Interpretive EQA Scheme is the primary quality assurance scheme for pathologists specialising in breast pathology in the UK. The Scheme is committed to improving diagnostic concordance and promoting understanding of breast pathology interpretation in diagnostic practice.

An exciting opportunity has arisen for a highly motivated and enthusiastic HCPC registered candidate to join the Scheme Management team. This role combines Quality Management responsibility and Operational Management for the Breast EQA Scheme and is based at Nottingham City Hospital.

The role is available on a permanent, part time basis at 18.75 hours per week. Working hours are to be within Scheme opening hours; Monday to Friday between 9.00 a.m. to 5.30 p.m.

Main duties of the job

You will be responsible for quality, governance, risk, safety and continual improvement. Directing and leading the continual improvement of the management systems, including quality training, audit and change management processes. The post holder will lead all activities relating to accreditation processes and the subsequent maintenance of appropriate accreditation and regulatory requirements.

As the Operational Manager you will work closely with the Scheme Organiser, deputy and the technical and administrative team in developing and maintaining operational activity for the EQA Scheme. Responsible for providing leadership to the team you will make management decisions, monitor income and the Scheme budget and provide specialist, scientific and technical guidance.

The successful candidate will be required to be familiar with risk management processes, incident and complaint investigation, performance management, trend analysis and producing reports for appropriate professional bodies.

Working for our organisation

The UK National Breast Pathology Interpretive EQA Scheme is a self-funded Scheme, hosted in Cellular Pathology at Nottingham University Hospitals NHS Trust. The Scheme is based at City hospital campus. The Scheme Organiser and deputy are both Consultant breast pathologists and the team comprises administrators and specialists in IT and data analysis.

The Scheme has recently transitioned to a fully digital format and is currently introducing immunohistochemistry to the assessment experience. The Scheme is keen to continue the development of the quality management system in order to attain accreditation to ISO17043.

Detailed job description and main responsibilities

The post holder will be a member of the departmental management team and assist in the delivery of a quality driven, cost effective, participant focused Scheme, providing this service in a manner commensurate with scientific and clinical professions within pathology.

The post holders’ main role is to act as Operational and Quality Manager for the Scheme and will have responsibility for:

  • Planning, implementation, maintenance and monitoring of the departmental Quality Management System (QMS), reporting on progress to the Scheme Organiser.
  • Development of the QMS as required by national accreditation organisations and in line with the Royal College of Pathologists guidance.
  • Providing leadership, management, specialist and scientific guidance to enable others to perform their duties as appropriate.
  • Managing the delegated budget for the area.
  • Leading and overseeing breast EQA activities according to the needs of the service, which includes but is not limited to, oversight of the following processes:
  • Organisation of assessment material
  • Income and invoice process
  • Planning circulations
  • Planning and development of the quality management system including documentation, audit, key performance metrics
  • Web presence and published materials
  • Voice of the customer and other stakeholder communications

Person specification

Training and Qualifications

Essential criteria
    • MSc Postgraduate qualification (or equivalent demonstrable experience)
    • Evidence of higher specialist training in appropriate area (Quality Management), gained through short courses or distance learning to post graduate level
    • Evidence of formal management training/ recognised management qualification

Experience

Essential criteria
    • Significant experience of effectively managing day to day HR process e.g. appraisal and absence management
    • Extensive specialist experience of Quality Management and managing Quality Issues at a service level, including performance management and monitoring.
    • Significant experience of performing and reporting on internal audit
Desirable criteria
    • Able to demonstrate knowledge of financial management and budgetary control.
    • Experienced in used of electronic quality management databases

    • Able to develop strategies to meet objectives and workload demand.

Analytical and Judgemental Skills
