Programme management of major capital projects in South Hub area. You will plan and lead the successful delivery of a programme of works being delivered by an ‘Integrated Area Delivery Team’ made up of United Utilities (UU), partners and contractors in accordance with our corporate values and the following requirements:

  • Health and Safety Strategy – Personnel Safety, Process Safety and Health and Wellbeing
  • Target Operating Model – Systems Thinking, Situational Awareness and Production Line Thinking
  • Outcomes – Regulatory, Customer and Resilience.

You will successfully deliver a programme of works from the ‘Requirements Statement’ provided by Asset Management through to project closedown and final acceptance by Operations.

Job Accountabilities*

To discharge the following accountabilities and responsibilities working collaboratively as part of an Integrated Area Delivery Team’:

  • Develop a programme delivery plan with the PMO including working collaboratively with our Partners / Contractors so that it enhances our Asset Lifecycle Management (ALM) capability.
  • Establish and lead the ‘Core Team’ including our Partners / Contractors as required.
  • Apply the UU systems, processes and tools including the Risk and Value, Root Cause Analysis, Collaborative Planning, Asset Supportability, Benefits Management, Risk Management, Change Management etc.
  • Review progress with our partners/contractors in accordance with internal reporting cycles and corporate systems e.g. CPMS, RADAR.
  • To be the interface between the ‘Integrated Area Delivery Team’ and the UU Business, and will be required to manage internal and external stakeholders to ensure successful delivery of the programme.
  • Act as the named NEC3 project manager when appointed.
  • Approve ‘Contract Award’ / ‘Notice to Proceed’ prior to implementation.
  • Produce a commercial, programme and quality contract compliance plan for the programme of work and monitor compliance working closely with our Partners and commercial team.
  • Establish a clear risk allocation process and ensure that all risks and change is actively managed across the programme lifecycle.
  • Ensure statutory approvals are being obtained.
  • Act as the ‘client’ under the CDM regulations.
  • Ensure successful contract completion and issuing of the defects certificate in accordance with the contract and UU processes.
  • Sign-off acceptance of the Requirements Statement.
  • Produce a commercial, programme and quality assurance plan for the programme of work in accordance with UU’s processes and monitor compliance working closely with the PMO / Assurance team.
  • Ensure compliance with the Internal Control Manual and lead all programme related input to CiC and IBP meetings.
  • Develop and implement an internal and external stakeholder management and escalation plan for the programme of work.
  • Line management responsibilities to the UU Project Manager Construction

Knowledge and Skills

To be considered for this role you will be educated to degree level and ideally professionally qualified eg CEng, MICE, MCIOB. You will be a member of the Association for Project Management (MAPM) and hold APM qualification at practitioner level as well as being NEC3/4 qualified. You will also have:

  • Ability to operate at a strategic and programme level to deliver the business objectives and outcomes.
  • Significant leadership and people management skills and an ability to build and develop high performing teams from across UU and external organisations and coach and mentor as appropriate.
  • Well-developed communication and interpersonal skills.
  • Flexibility and adaptability to be able to respond rapidly to unexpected events, having the ability to develop creative solutions to problems.
  • Solid commercial, financial and analytical skills.
  • Experience of delivering key targets and objectives within the limits of available resources.
  • Proven track record of managing different contractual arrangements.
  • Knowledge, understanding and application of the APM competency framework.
  • Managing Successful Programmes Qualified Practitioner.
  • Significant track record of delivery of project portfolios.
  • Experience of working within the water industry or other utility sector.
  • Familiarity with complex construction or manufacturing projects.
  • Ability to work within a matrix management structure.
  • Ability to collaborate with stakeholders to deliver desired outcomes.
