MTR Elizabeth line are currently recruiting for a new Operations Director to lead the delivery of exceptional performance across the Elizabeth line. Reporting directly to the Managing Director you will have full accountability for MTR meeting performance requirements and delivering a punctual, and safe railway on a day-to-day basis.
The role will be extremely challenging as you will be overseeing three segregated sections of railway operating with three different signalling systems, interfacing with multiple control and signalling centres, each with their own complexities with the objective of delivering the end-to-end Elizabeth line.
The role will require the effective management and influencing of key network partners such as Network Rail and RfLi to work together with MTR Elizabeth line to deliver a world class level of performance to customers.
Alongside this you will be developing and setting the performance strategy required to ensure that the business is able to deliver the contracted train service specification and performance requirements and is operationally ready for the introduction of the end-to-end railway.
In this role you will also need to work closely with Network Rail, other Train Operating Companies, Freight Operators and rolling stock providers to ensure MTR Elizabeth line are constantly delivering the highest levels of performance.
Hands on experience of managing complex performance regimes will also be a critical part of this role working to ensure effective management of these regimes in support of MTR Elizabeth line’s bottom line. Alongside this you will provide strong and positive leadership for MTR Elizabeth lines’ control, performance, and train service delivery teams to ensure that colleagues are engaged and performing to the best of their abilities.
The successful candidate will have extensive national rail experience gained at senior levels with Network Rail and Train Operating companies. In addition, experience of leading a control team and operational response resources interfacing with multiple Network Rail routes and other operators is highly desirable. .
Core responsibilities of the role will include:

  • Stakeholder management, including managing the relationships with, and the expectations of, all interested parties – this includes, but is not limited to, the MTREL Executive team, RfL, Network Rail, LUL, Train/Freight Operating Companies and Trades Unions.
  • Leading improvement of punctuality, availability and reliability in line with contracted performance regimes and empowering the team to continuously identify ways of improving the performance of the service.
  • Ensure that all Control room staff are trained, competent and fit to perform their duties and responsibilities and that the team are fully ready for the extension of the railway to its end state.
  • Maximising company income and minimising company loss through the performance regimes. Delivery of the departmental budget in all other respects to meet stringent financial targets.
  • Support to the specification and production of timetables, including for special events and engineering work, including all associated diagramming of resources.

To be considered you will need to be/have:

  • Relevant extensive senior operational leadership in the national rail environment in both Network Raul and Tran Operating environments for at least 5-10 years (essential)
  • Experience of leading a control team in a complex railway environment including hands on experience of incident management / command and control requirements and delivery of significant change programmes in the operating environment (essential)
  • Proven track record delivery stretching performance targets in a complex multi train operating environment (essential)
  • Comprehensive knowledge of national rail railway structure, safety and operational procedures, rules and regulations and an understanding of the commercial and regulatory arrangements in place for the national rail environment (essential)
  • Ability to negotiate at the most senior levels in a complex multi-stakeholder environment to ensure the best business outcomes are delivered (essential)
  • Educated to degree level (desirable)
