Service Manager Based in Beverley, HU17 Full time, permanent role
Salary: ERYC Grade 13 Prestige Recruitment Specialists are recruiting on behalf of the East Riding Council to employ a Service Manager to their Environment and Neighbourhood Services Team within the Traffic and Parking Streetscene division. Main Responsibilities: To play a leading and influential role in the management of the council’s traffic and parking service providing a wide range of service across the East Riding. Responsibilities include: Strategic management of a full range of Traffic Management and parking operations including accident/collision investigation, traffic regulation orders, speed limits, traffic calming measures, traffic analysis and solutions, controlled parking zones, car parks, civil parking enforcement, HGV weight limits, lorry parking and the development of scheme proposals for the highway network. Parking enforcement whilst ensuring the best possible operational relationships exist between the service and members of the public and promote customer care Delivering the council’s events management service Manage and lead on the identification and securing of external commercial income for the service including management of multi-disciplinary project teams; identification of new approaches and technologies to enhance business processes and provide trading opportunities and development of business cases for charging and trading and new ways of working Attend court trials to defend the council against third party claims in respect of incidents relating to traffic management and parking operations Attend and chair meetings representing the council and Highway Authority interests ensuring sound outcomes for the service To support the Group Manager in the strategic development of Streetscene services by the implementation of shard priorities within the Streetscene Services and to contribute to the Directorate policies and procedures To effectively manage revenue and capital budgets circa £5M and deliver the council’s financial objectives in relation to Traffic and Parking Services. Action involvement in Value for Money reviews and driving up performance to secure improved outcomes through service efficiencies Responsible for developing services that, in so far as is practicable, meet the needs of customers and for dealing with customer issues in a constructive and plain way Responsible for Health and Safety within the service area, the post holder will ensure compliance with legislation and personal responsibilities as set out in council policies To produce and present often complex reports to corporate and senior management teams, partners, members and colleagues relating to Traffic and Parking Services performance and service improvement activities. To play a lead role in the development of traffic and parking services operational policies to ensure corporate, directorate and divisional priorities are achieved. Thus to ensure that these take account of best practice from elsewhere and are creative in placing the service at the forefront of service development to residents across the East Riding. To deputise for the general manager and represent the head of service at meetings as requiredDuties are not limited to those listed above Qualifications/experience required: Proffessional qualification in traffic Management or similar relevant discipline (member of the Institue of Highways, or equivalent) Management qualification desirable eg. CMS, DMS, MSc Track record of being in a senior managerial role in one or more service areas in a comparable organisation IOSH managing safely qualification Experience of planning and managing successful operational change in Traffic and Parking ServicesSkills/abilities required: Management and leadership in a multi-disciplinary team environment Effective and persuasive manager with excellent negotiating skills relating to industrial relations, service management and service charges Analytical fundamental and creative skills with the ability to predict and avoid problems using established and creative techniques Professional, technical, legal and financial skills Identify new resources and opportunities for income streams Good and effective problem solving skills applying creativity to finding solutions to often complex issues requiring workable and deliverable outcomes for services Able to analyse often complex practices, policies and procedures to develop more effective ways of working Excellent communication and presentation skills with the ability to adapt to the various audiences to ensure complex problems and subsequent development of solutions is understood by non-technical audiences Good investigatory skills and ability to chair disciplinary hearings up to dismissal stage High level of literacy and numeracy Sound planning, organising and project management Effective report writing for committees and senior officersIf you are interested and meet the above criteria, please send your CV to (url removed) or call the Commercial team on (phone number removed) if you have any queries.
