About this role

The Exchange Exit Program will reduce Openreach and its Communication Providers (CPs) presence from 5,500 exchanges to an enduring number of 960, enabling the closure of those buildings. The focus initially is on the closure of 100 “High Priority” buildings by 2030. These exchanges are all highly complex. Exit requires 100% migration to our strategic fibre products, as well as migration of all leased lines terminating at the closure exchanges to new parents (c40k leased lines in the priority 100 exchanges).

To make this work we have to leverage our existing major enabling programs - our FTTP rollout and “All IP” migration. In the first 2 years there are 5 key deliverables that will create the right foundation for long-term success.

Your impact will be through influencing key parts of Openreach. You will have a good background in build and network rollout, combined with a strong strategic and planning focus and excellent communication and influencing skills, both written and verbal. You will be key member of a small team that as well as driving exchange exit, will be at the forefront of the next wave of Openreach transformation as we retire our copper infrastructure.

You’ll have the following responsibilities

  • Working with the key build and network engineering parts of Openreach, you’ll be defining the network coverage and capacity outcomes needed for the Exchange Exit Plan. You’ll be optimising the commercial cost of any incremental build needed, that still enables exit and delivers our regulatory obligations. This will cover both FTTP Build, MDU (“Multiple Dwelling Units”) enablement and leased line coverage.
  • As well as defining the outcomes, you’ll be working with the build teams to make sure they are delivered, through both current and planned build activity, as well as developing further interventions (such as sweeper build)
  • The headend and exchange space and power strategy is also critical. You’ll be working across Openreach to make sure we have a delivery plan that enables closure, and enough space and power for Openreach and its CPs to migrate all their services
  • We have 6 very high value buildings. You’ll be developing focussed plans to de-risk these closures – can we pull forward build, can we use SoGEA more, what options might make EAD migration easier.
  • Lead on the development of other engineering enablers that may be required

You’ll have the following skills & experience

  • Bachelor level degree desired with equivalent experience within telecommunications.
  • Excellent stakeholder management, with the ability to build and influence relationships/ (speak language of) at board level, including presenting and writing reports.
  • Good understanding of the entire Openreach portfolio, in particular FTTP and how CPs will migrate products.
  • Experience of managing strategic change.
  • Experience in business operation and strategy role
