About This Role

This is a critical and high-profile programme management role to scale product, business and operational service capabilities for the PIA product. You are accountable for the performance of the product and its improvement, measured by a set of challenging KPIs spanning operational, cost base, and customer perception performance.

Physical Infrastructure Access (PIA) is a remedy agreed with OFCOM under the Wholesale Local Access market review and sets out decisions concerning Duct and Pole access (DPA) designed to remedy the competition concerns arising from BT’s Significant Market Power.

You’ll Have The Following Responsibilities
  • Provide thought leadership to develop our strategy, and design and implement that strategy with full accountability – inclusive of operational readiness and operating model.
  • Lead a program senior of Process, Technical, Data and Project specialists to drive this delivery – setting a challenging plan, managing in aggregate their delivery, and managing in aggregate the risks, benefits and costs of the program.
  • Engage and influence stakeholders at senior level (equivalent to internal grade A/B) across industry, OTA, and OFCOM – and within industry steering groups relationships with Communication Provider customers.
  • Translate the program into an integrated work breakdown structure from which a portfolio of projects are created and delivered by the project managers who report to you, or through matrixed operational SMEs.
  • Support Senior Managers in the root cause investigation of service failure, and leading projects to ensure the rapid improvement of operational process and ways of working.


You’ll Have The Following Skills & Experience
  • Experience of leading complex multi-functional / multi-divisional change (delivery) programmes in a fast-paced environment including; cultural, system, process and people impact.
  • Strong to expert telecommunications knowledge and with strong knowledge of access network and physical infrastructure processes.
  • Strong understanding of change governance and the ability to direct a team to deliver change across a large organisation.
  • Good commercial understanding of telecoms product portfolios and competitor product offerings.
