Summary
Our cross-cutting role brings together strategic thinkers and international experts from across Whitehall as well as from the private sector. We work closely with Cabinet Office, Foreign and Commonwealth Office, HM Treasury, Department for International Trade, BEIS as well as No.10 and sit on the key cross-Whitehall groups for EU and International issues.
The position will sit within the Bilateral Strategy Team, which leads on international policy, driving DCMS’ international digital agenda through our bilateral relationships and leading on international ministerial visits. The team provides a critical function to ongoing international business needs, which includes China and the US strategy, and bilateral engagements with other priority countries, including the Five Eyes (US, Australia, Canada, New Zealand) and Indo-Pacific (including India, Japan, South Korea, Singapore).

Job description
The International strategy team is responsible for driving forward DCMS’ strategic international priorities and ensuring that these are mainstreamed into wider HMG priorities and activity. Working with our sector teams and cross-Whitehall, the successful candidate will:
- Build deep expertise on the US and Five Eyes domestic digital and tech policies and commissioning research and analysis where necessary to help navigate an evolving global tech landscape.
- Lead delivery of bilateral government-to-government engagement: including the UK-US Tech Partnership, agreed between the PM and President Biden, and reflect DCMS policy teams’ priorities in key bilateral dialogues with the US and Five Eyes.
- Put the UK’s approach to the Five Eyes in digital and tech on a strategic footing: working with domestic sector teams and key cross-Whitehall partners, including the FCDO, BEIS and Cabinet Office to define and articulate a strategic approach building on the Integrated Review and domestic digital policy development.
- Lead DCMS input to major cross-Whitehall structures, develop and shape DCMS’ input into the Integrated Review implementation process and other Government and departmental initiatives with DCMS equities.
As the US and Five Eyes Lead, some of your responsibilities will include:
- Lead on analysis work for the Australia, Canada, New Zealand and the United States by developing relationships with British Missions abroad, monitoring national developments in DCMS policy areas and undertaking analytical research to inform policy advice on bilateral engagement with these countries.
- Work within DCMS and other Government departments to coordinate and lead the development of DCMS’ strategic digital and tech priorities for international engagement with the US and other Five Eyes partners, with specific ownership of leading input into HMG wide processes and develop and implement DCMS engagement strategies and plans.
- Build consensus across government for DCMS’ digital and tech priorities and our approach to international engagement and ensure this complements pre-existing Whitehall workstreams and structures to ensure maximum influence and buy-in.
- Work with DCMS and other Government departmental policy leads to proactively identify opportunities to establish and implement strategic mechanisms for international engagement, to ensure a coherent international narrative.
- Provide recommendations and advice to Ministers and senior officials to advance DCMS’ priorities with the US and Five Eyes partners.

Essential Requirements:
- Strategic Awareness - Ability to look across a range of priorities and risks beyond those immediately obvious. Experience of designing, leading and implementing national or international strategies and policies.
- Decision Making - Excellent evidence-based strategic and analytical skills and a proven ability to successfully influence, challenge and negotiate, including when under pressure.
- Communication skills - Highly-developed written and oral communication skills, with the ability to brief on complex and often sensitive issues, presenting in a clear and concise manner and identifying key messages.
- Delivering timely and quality results - Ability to take responsibility for identify upcoming considerations and resolving issues at pace to meet challenging and changing deadlines, with focus and drive, underpinned by excellent organisation skills.
- Stakeholder engagement - Experience of working with ministers or senior stakeholders and actively building and maintaining a network of colleagues and contacts to achieve progress on objectives and shared interests.
Desirable Skills:
- Experience working on the US or international issues (e.g. Five Eyes).
- Existing DV clearance or a willingness to undergo the process.
- Proven commitment to diversity and inclusion.
