About this role

The Senior Engineering Programme Manager has an essential role in the delivery of Openreach’s Major Programmes delivery across a defined region for our BDUK, Fibre Cities & CFP product portfolio. As Senior Engineering Programme Manager you will have exceptional leadership and project management skills and will be accountable for end-to-end structure delivery for major programmes & ~capex delivery up to c78m annually and c£218 whole life.

Delivering against a defined set of regional projects and programmes the role holder plays a pivotal role in Openreach’s success in building Britain’s connected future. This role is accountable for the strategic direction & overall delivery outcomes to time, cost and quality of major programmes whilst building and maintaining brilliant relationships with Stakeholders & Management at CEO and senior exec level. You will also be responsible for maintaining brand image with external stakeholders, communities, councils and customers alike to ensure Openreach’s success in its ability to deliver upon its commitments.


You’ll have the following responsibilities

  • Accountable for end to end delivery of regional major programme portfolio ensuring delivery of customer outcomes and high-quality services, delivered to time, cost and quality (DL and Partners)
  • Accountable for the delivery of all BDUK / Fibre Cities / CFP contract milestones to agreed timeframes and quality targets within the region to the agreed Project finance model (revenue accountability CAPEX up to ~c£78 million annually and £218m whole life)
  • Accountable for the resolution of high-level complaints relating to major programme delivery. Working closely with other regional leads to ensure the correct processes are in place to ensure the reduction and elimination of repeat/future failures
  • Accountable for building, owning and managing brilliant relationships with key stakeholders including SID, Area managers, partners, planning, local authority (customers), BDUK PMO, Project boards and the FND senior leadership team.
  • Accountable for setting direction, agreeing on goals and objectives for your programme delivery teams and accountable for setting challenging targets for the team that underpin the regional targets and drive long term sustainable business improvement.
  • Builds a winning team with a culture that is passionate about delivering in a quality way, avoiding wastage and failure and takes ownership of issues, always striving for customer excellence.
  • Role models safety culture with zero harm, whilst devolving responsibility and empowerment of safety down to Manager and team member level.

You’ll have the following skills & experience

  • Exceptional stakeholder management skills with the ability to build effective working relationships.
  • Ability to work across the organisation to change outcomes for our customers, as well as ability to influence senior stakeholders
  • Results driven – a proven track record of operational grip and highly disciplined to deliver a balanced set of results (quality & quantity and behavioural change & empowerment)
  • A true customer champion, with the ability to be operationally customer solutions-focused, demonstrating real customer empathy in everything you do.
  • Experience in actively managing a P&L to a successful outcome
  • Experience in translating the strategic plan into an understandable list of tangible actions
  • Proven experience managing successful project teams and ability to manage operational risk
