About us


The Vale of Glamorgan Council is looking for a motivated and experienced individual to join and manage the Passenger Transport team. The role will involve, but not be limited to, managing a team of officers with responsibility for:

  • Mainstream and ALN school transport services for close to 3500 pupils on a variety of vehicles, including taxis, minibus, wheelchair accessible vehicles and large coaches.
  • Financially supported local bus services throughout the Vale of Glamorgan and neighbouring authorities and the concessionary fare scheme.
  • The running of the Council run community transport service, Greenlinks, as well as providing support to other community transport organisations in the Vale of Glamorgan
  • Administering the free Post 16 College transport scheme.

About the role

Pay Details: Grade 9, SCP 31 - 35, £39,186 - £43,421 p.a.

Hours of Work / Working Pattern: 37 hours per week

Main Place of Work: The Alps Depot, Wenvoe, CF5 6AA / Remote working

Description:

The Individual will manage and ensure the smooth running of ALL passenger transport services including Mainstream and ALN school transport, local bus service provision (including the concessionary bus fare scheme), community transport and Post 16 college transport.

The role will involve managing a number of budgets, ensuring the Council gets best value for money through different methods of procurement and optimisation of services.

The individual will be responsible for managing a team of Transport officers and support officers who allocate passengers to services, organise contracts with operators, tender and request quotations, deal with queries, carry out DBS checks, contract monitoring and general administrative tasks as required


About you


You will need:

  • A minimum of 5 years’ experience within a Local Government transportation department of which 2 years should be at a supervisory level.
  • Experience of all types of passenger transport.
  • Experience in managing budgets.
  • An excellent understanding of the passenger transport services provided by a Local Authority
  • Excellent knowledge of transport legislation with experience of working with road passenger transport and school transport legislation.
  • Health and Safety Awareness
  • Ability to work on own initiative with minimum supervision
  • Ability to manage and motivate staff.
  • Ability to work under pressure and to strict deadlines.
  • Ability to anticipate future service needs and plan and manage resources effectively to meet such needs.
  • Ability to communicate with all types of customers.
  • Excellent IT skills including use of GIS systems and route planning tools.
  • Ability to deal with conflict situations and always remain calm and polite in challenging situations.
  • Good communication and interpersonal skills with ability to record information accurately.
  • Trained to NVQ 3 or equivalent
  • Relevant transport professional qualification, such as CILT membership, or be willing to achieve membership within first year of role
  • Highly motivated and enthusiastic with flexible approach to work and committed to delivering a high quality service.
  • Able to effectively develop the service and staff.
  • Ability to work on own initiative with minimum supervision.
  • Team player.
  • Well motivated to achieve optimum goals within the financial limitations dictated by allocated budgets.
  • Flexible.
  • Ability to drive/travel throughout the Vale or between locations as appropriate.
