Job Title: NRSWA Inspector (Highway Network Management & Co-ordination)

Location: West Yorkshire

Type of Contract: Ongoing

Salary: Negotiable

Spencer Clarke Group are looking for an experienced NRSWA Inspector to join the Network Management & Co-ordination Team within Asset Management for a Council based in West Yorkshire.

As an NRSWA Inspector, you will be responsible for the inspection of works carried out under the Councils Permit Scheme for Roadworks and Street Works, as well as the co-ordination of street works, roadworks, and road closures. You will work closely with team members, works promoters, and stakeholders to ensure compliance with permit regulations and safety legislation.

Key Responsibilities
  • Monitor and report on works on the highway by carrying out inspections under NRASWA, including inspection of works, reinstatements, and ironwork.
  • Ensure that all works promoters comply with signing, lighting, and guarding requirements, as required by Chapter 8 of the Traffic Signs Manual and Safety at Street Works and Road Works: a code of Practice.
  • Ensure that works promoters comply with the Specification for the Reinstatement of Openings in Highways.
  • Record details of inspections carried out and maintain appropriate records to help ensure the recovery of relevant fees and charges, including NRASWA inspections, Section 74, Fixed Penalty Notices, and approvals for skips, scaffolding and hoarding.
  • Undertake permit compliance checks.
  • Assist with the co-ordination of works, events on the highway, and temporary highway obstructions, e.g. builders skips and scaffoldings/hoardings, are co-ordinated and comply with safety legislation.
  • Reply to enquiries, including service requests.
  • Provide support, assistance, and information to Co-ordination Officers, and other staff, to ensure the provision of an effective and efficient service that meets agreed performance targets, and Service and Council objectives and priorities.
Job Requirements
  • Full NRSWA Supervisor accreditation.
  • You will need to hold a full and valid driving licence and be able to drive a council vehicle or willing to undertake and pass a Council driving test.
  • The role is approximately 25% office-based (working from home where possible at the moment) and 80% site-based.
