As a leader within the L&D Team, the Learning and Development Lead will shape and deliver the L&D strategy with a focus on improving leadership capability and capacity across the organisation.

Main duties will include:
  • Working with the L&D Manager and colleagues across the People Directorate to lead the implementation of the L&D proposition,
  • Focus on improving leadership and management capability as well as developing skills in performance and personal development reviews.
  • Lead the design, development, delivery, and evaluation of specific Corporate Training events and interventions e.g. Leadership Programmes/ Corporate Orientation/ Management programmes.
  • Build close working relationships with key stakeholders and management, applying a systematic, structured and people-focused approach to all learning initiatives.
  • Design, deliver and evaluate tailored learning solutions.
  • Liaise with Health Education and Improvement Wales (HEIW) and other external bodies to coordinate and facilitate all graduate activity.

Core Responsibilities
  • Create, foster and lead an environment where excellence can be delivered through its people, demonstrating high levels of integrity, transparency and provision of inclusion and opportunity.
  • Role model the values and behaviours of the organisation and be a values champion across the Health Board, both internally and externally.
  • Liaise with Health Education and Improvement Wales (HEIW) and other external bodies to coordinate and facilitate all graduate activity, with a particular focus on HEIW’s Graduate Management Trainee Programme.
  • Adopt an innovative approach to L&D activity, drive the delivery of the L&D strategy, delivering long term and immediate operational priorities identified in workforce plans.
  • Partner with senior managers, offering information, advice and guidance on all L&D matters, and drive the improvement of digital literacy of staff.
  • Improve leadership and management capability through the design and delivery of leadership & management learning solutions.
  • Collaborate with HEIW to enhance the Health Board’s leadership offer, supporting the implementation of an integrated Leadership Portal on HEIW’s Gwella LMS platform.
  • Work with the L&D Manager to enhance engagement with the leadership offer, partnering with the Heads of People and Care Group leads to improve completion of the programmes.
  • Support the design and implementation of professional development including coaching programmes, implementing best practice in professional development activity.
  • Research, design and deliver high-quality L&D interventions that meets pre-determined requirements.
  • Contribute to the development of a culture of learning and continuous improvement throughout the Care Groups.
  • Working collaboratively, share best practice and CPD information with key stakeholders across the Health Board.
  • Evaluate and assess the impact and value of all L&D and OD&I activity against agreed measures and key performance indicators.
  • Supporting the L&D Manager, lead the co-ordination and implementation of appropriate vocational qualifications, across a range of disciplines throughout the organisation, providing expert information, support and guidance on appropriate competencies and learning pathways.
  • Liaise with internal and external training providers to establish a network of approved learning providers and a suite of appropriate vocational qualifications that meet the Health Board’s quality assurance standards.
Communication and Relationship Responsibilities
  • Be the primary L&D contact/lead for the planning, development and co-ordination of all leadership and management learning initiatives and objectives aimed at improving performance and personal development.
  • Provide timely and well-written reports and papers evaluating performance of key learning and development programmes. Where appropriate, prepare recommendations and briefings to share with senior managers to gain buy-in and support.
  • Support internal assessment and verification processes, acting as a qualified internal verifier in accordance with the quality assurance processes of external awarding bodies.
  • Working with the Systems Manager, produce appropriate reports as required on learning and Development activity.
  • Establish regular stakeholder meetings/1-2-1s to discuss key learning requirements across all levels of management as appropriate.
  • Develop a mentoring programme and adopt a coaching approach to those who need additional support and guidance.
  • Provide advice on individual performance matters, personal development plans and involve Heads of People where required.
  • Support the design and implementation of key learning initiatives and interventions from across the Culture portfolio, including Wellbeing, Employee Experience, Organisational Development and Inclusion.
  • Communicate L&D activity with senior managers to ensure effective engagement of all managers and staff at all levels, including participation in regular direct communication with staff in the workplace.
  • Lead on the development of Learning & Development plans and strategies, ensuring these have vision, are sustainable, resilient and above all are executed and understood by all colleagues.
  • Monitor the delivery of the costed annual training and education plans, covering all staff, offering a broad range of learning techniques and development opportunities, in partnership with Health Board Managers.
  • Contribute towards monthly reports on learning and development activity, and produce quarterly learning attainment reports to measure learning across the Health Board.
  • Working with the Strategic Workforce Planning team, support talent management and succession planning that offers effective development for our staff and ensure long-term business continuity.
  • Ensure the Performance Development Review (PDR) process is being effectively applied/adhered to by all colleagues through continuous support, guidance and training where required.
  • Support continuous professional development (CPD) in partnership with Managers.
  • Be visible to staff at all levels, provide motivational leadership and support, developing skills and competencies that will enhance the capability and credibility across Care Groups.
  • Support the creation of a workforce where diversity is visible and valued at all levels ensuring that education, learning and development policies are easily accessible and give sufficient regard to a diverse workforce.
Planning and Organisational Responsibilities
  • Co-ordination of a robust training & learning needs analysis process that identifies potential/future learning requirements.
  • Link and share learning analysis with the Learning & Development Team as appropriate to identify trends, gaps or irregularities at Health Board level.
  • Build strong and lasting working relationships with management and senior management and staff across the Care Groups in order to quickly understand and pro-actively assess specific learning needs.
  • Through effective version control, regularly review and update learning materials in accordance with changes/updates in legislation, regulation, policies and best practice.
  • Participate in Educational and Learning Governance Boards where required and appropriate.
  • Create relevant and engaging training courses that are aligned to the organisation’s purpose, values and behaviours.
  • Periodically review training material in accordance with version control timeframes to ensure quality is maintained.
  • Assist with the induction of new members of staff or volunteers within the Learning & Development Department, acting as a coach/mentor to less experienced colleagues.
  • Plan and design (where applicable work with the L&D Manger to source) a range of learning interventions and consult on delivery of L&D activities across the Care Groups in line with the needs matrix and additional learning needs identified.
  • Implement CTMUHB policies and procedures within own area of activity, proposing changes to procedures to facilitate improved ways of working.
  • Working across the Culture portfolio, provide leadership and management expertise to support the development and design of all management and leadership programmes within the Health Board.
  • Maximise the use of blended learning and learning technologies to ensure that learning is accessible, relevant, flexible and responsive to the needs of the Health Board.
  • Deliver learning and development activity, including training sessions and workshops, within defined areas of expertise.
  • Be verbally articulate, able to interpret and communicate highly complex data and information adapting style to a variety of audiences.
  • Support the implementation and embedding of learning and development activities.
  • Support the implementation of learning from all training activity to ensure transfer of learning, quality of the service, impact on work performance and return on investment.
  • Evaluate the effectiveness of learning interventions, making recommendations for improvement to current courses and in relation to future L&D activity.
Financial, Physical and Information Resource Responsibilities
  • Ensure that Health Board equipment is utilised correctly, stored securely, cleaned and maintained as required and report any associated faults to the appropriate department.
  • Ensure that the security of the Health Board and other property is maintained.
  • Working with the L&D Manager assist in the development of business cases for Education and Learning investment.
Leadership, Management, Training and Supervision Responsibilities
  • Role model strong, visible and compassionate leadership attributes through the delivery of high standards of employment practice and act in accordance with the Health Board’s Code of Conduct.
  • Establish effective networks and partnerships with internal and external stakeholders to enable the Health Board to continuously improve and learn from best practice.
  • Work with Care Group stakeholders and support systems to monitor and review performance against agreed workforce targets, objectives and key performance indicators. Undertake regular audits of performance data and workforce targets to assist with the review and monitoring process.
