This role will lead on counter fraud and compliance investigations across a number of our high profile energy schemes – this will involve working with energy customers and energy suppliers, depending on the nature of the scheme. Making effective use of data and intelligence will be an essential part of this work – identifying omissions or anomalies in data and investigating further. Where issues of fraud or non-compliance are identified you’ll consider further actions to be taken, escalating more serious issues as required. You’ll contribute to regular reporting on the prevalence of fraud and non-compliance, and you’ll also be encouraged to take the initiative in pursuing any opportunities to improve our effectiveness across this area of our work.

We expect that you’ll already have professional experience in prevention, detection or investigation of fraud and you’ll be accustomed to interpreting and applying relevant legislation and policy. You’ll need good numerical and data skills, supported by a keen eye for detail and a knack for spotting when things aren’t quite right. Good IT skills are important, with particular expertise in the use of databases and spreadsheets, as well as the design of data analytic tools. And you should have good all-round communication skills (in writing and in person) that enable you to work effectively with a wide range of stakeholders.

Job description

Eserve is part of the delivery directorate of Ofgem and works on the administration and delivery of Environmental and Social schemes. We operate under 3 hubs – Operations, Policy, and Assurance. This role sits within the Assurance Hub. The Investigations and Compliance Manager role within the Hub are expected to be adaptive in providing support to meet the needs of the Hub.

The role will be responsible for a team to carry out counter fraud and compliance investigations across Ofgem E-Serve schemes and associated activities, which may include:
• Energy Companies Obligation (supplier compliance role);
• Warm Home Discount (supplier compliance role);
• Renewables Obligation (supplier compliance & participant compliance roles);
• Feed-in Tariff (supplier compliance & participant compliance roles);
• Renewable Heat Incentives (participant compliance roles)

To conduct analysis into counter fraud and non-compliance activity across Ofgem E-Serve schemes, to further increase our detection capability. This will include managing intelligence and data.

To develop and implement fraud and non-compliance prevention strategies and data analysis practices and procedures for the schemes and to investigate possible instances of scheme abuse. To work on the continuous improvement of data analysis, including increasing the automation of reporting and trend analysis.

To identity, manage and mitigate fraud risks on the schemes.

Responsibilities

Responsibilities will vary depending on the needs of the Hub but may include:
• Detect and investigate fraud and non-compliance issues and consider further actions on scheme participants as appropriate
• Conduct analysis into counter fraud and non-compliance activity across Ofgem E-Serve schemes. •
To maintain the scheme(s) fraud prevention strategy and counter fraud business plan.
• Continuous improvement of data analysis and reporting
• To report any areas or instances of concern regarding fraud activities to senior management
