Description

Working alongside a team of HR strategic partners, you will report to the Senior HR Manager: HR Operations and lead and manage the HR Administration function of the SCTS ensuring all HR Administration practices and procedures associated with the employee life cycle are processed accurately and in a timely manner, and employer obligations associated with pension and HR administration are managed effectively and comply with regulatory bodies.

You will oversee that appropriate support, guidance and specialist advice provided to our customers on pensions, people systems and administration is a high standard and aligned to SCTS policies, Service Level Agreements and Key Performance Indicators (KPIs). You will be responsible for reviewing and maintaining the HRU Service Level Provision and KPIs to ensure they are aligned with business and Customer Service Excellence (CSE) requirements.

You will oversee the HRU complement management processes which support the approved SCTS organisational structure, headcount and budget. You will support the implementation and outcomes of Pay Award discussions, working in partnership with key stakeholders to introduce new and modern ways of working and to manage changes to terms and conditions and policies.

You will support the delivery of the People Strategy 2018-2023 supporting the HR Senior Management team, specifically under the three themes:

  • Our Team: we have the right people, in the right place, at the right time.
  • Realising Potential: we develop our people, as they develop the organisation.

You will also play a key role in the development and delivery of the annual HR Business Plan and establish constructive relationships with colleagues and stakeholders at all levels, including our recognised trade union (PCS), providing comprehensive support and guidance to them.

Confident in identifying and implementing areas of improvement, you will be the subject matter expert for lean processes within the HR function. You will be responsible for reviewing and embedding Standard Work Procedures to deliver operational goals and ensure efficiency and consistency within transactional HR services. You will lead on all HR process mapping to deliver a variety of change management projects including development of employee and manager self service, encouraging a culture of continuous improvement and promoting the development of technology to streamline the way in which HR administration and support is delivered.

You will lead, coach and develop staff to deliver an effective HR Administration and pensions service. You will manage the HR Administration team which constitutes 1 HR Service Delivery Manager, 1 HR Officer and 4 HR Administrators.

Profile

Training & Qualifications-

Chartered Member of CIPD

Skills-

Excellent planning, organisational and time management skills

Possesses a range of excellent verbal and written communication skills including facilitation, presentation, report-writing and data-interpretation

Skilled in working at pace and managing competing work priorities, with the ability to work accurately and flexibly

Knowledge-

Knowledge of developing, analysing and delivering key performance indicators and people metrics that add value to operational and strategic decision making.

Comprehensive knowledge and understanding of employment legislation and statutory requirements

Knowledge and understanding of governance and compliance processes related to policies, service delivery, systems.

Experience-

Experience in successfully leading, coaching and managing operations and teams to ensure (i) the effective and efficient processing of business; (ii) the development of services and (iii) the development of staff.

Experience of people systems implementation and administration, supporting and reviewing practices and procedures to streamline processes and ensure quality of service delivery is maintained to users.

Experience of working in partnership with the ability to positively influence colleagues and stakeholders at all levels, developing and maintaining strong, credible working relationships
