The Scottish Courts and Tribunals Service is a non-ministerial department established by the Judiciary and Courts (Scotland) Act 2008. Our statutory function is to provide administrative support to the Scottish Courts, devolved Tribunals and the Office of the Public Guardian (OPG). With over 1900 staff in Courts, Tribunals and business units based in some 50 locations across Scotland, we have an annual expenditure in excess of £150m.

Description

Working alongside a team of HR strategic partners, you will be the product owner of our people systems and drive the implementation and continuous improvement of technology designed to improve our people processes and the employee experience.

Digital innovation and improvement is at the centre of our corporate and business plans and our five year Digital Strategy sets out our organisational plans to develop a system that increasingly seeks to make more and more effective use of technology. The People Strategy 2018-2023 sets out our people commitments and the 2022-23 HR Business Plan contains a variety of development objectives which consider the importance of new approaches and systems adding value to all aspects of people management. We will continue with our people technology transformation journey and use technology as an enabler to improve HR services and build great experiences for our people. We will ensure the provision of more consistent information and improve the analytics available to support key functions through ongoing development and integration of our people systems.

You will be responsible for maintaining developing further the people systems development roadmap to ensure that it delivers business value and reflects business priorities. You will work in collaboration with the Corporate Lab within the Change and Digital Innovation (CDi) function and support the corporate project governance processes to oversee the introduction and development of new people technology and continuous improvement of existing technology and processes, agreeing the scope and dependencies for each programme and project phase

Developing successful working relationships with colleagues and stakeholders at all levels you will proactively engage and collaborate with key stakeholders to define business requirements for new and existing technology and processes. You will build and maintain relationships with stakeholders and Subject Matter Experts to analyse, prioritise and refine business requirements. As an excellent communicator, you will be able to share our vision and priorities to all stakeholders, ensuring our people systems are aligned, and you will motivate your team and the Subject Matter Experts (SMEs) to support the programme of change by articulating the goals, outcomes and requirements in sufficient detail that your team and the wider HR Unit can develop and deliver the work to meet the needs of our internal and external service users.

Taking a strategic and planned approach to the development of people analytics, production of reports and analysis of people metrics your team will develop reporting and analytics using tools from iTrent, our people system, and provide senior managers, Directors and the Executive Team with data that influences and drives decision making. You will play and key role in helping others to understand the value of metrics and how they can be used to inform decision making across the SCTS.

You will lead, coach and develop your team of 6 through scoping, building, testing and implementation of new technology, continuous improvement of existing processes, technology and the development of people metrics, analytics and reporting functions.

Promoting best practice in people systems development and management you will maintain high levels of governance, regulatory compliance and ensure SCTS policy and procedures maintain quality assurance levels of a high standard.

Profile

Training & Qualification-

Experience in Agile project management or understanding of other project management approaches

Skills-

Excellent planning, organisational, time management, analytical and problem-solving skills and attention to details

Possesses a range of excellent verbal and written communication skills including facilitation, presentation, report-writing and data analysis

Skilled in developing and maintaining strong, credible working relationships with ability to work with cross-functional teams to manage stakeholder expectations

Skilled in applying and advising on different tools and techniques for data analysis and commentary to summarise and present data and conclusions in the best format for a variety of colleagues across the business to inform business decision marking

Knowledge-

Comprehensive knowledge of data management and application of governance, compliance and quality assurance structures and processes to verify and validate data and analysis and share knowledge and understanding with team members and other colleagues

Knowledge of developing, analysing and delivering key performance indicators and people metrics to add value to business decision making

In-depth knowledge of people and pay systems implementation, development and management

Experience-

Experience with project governance, system implementation, upgrade and migration projects

Experience in successfully leading, coaching and managing operations and teams to ensure (i) the effective and efficient processing of business; (ii) the development of services and (iii) the development of staff

Working in partnership with all stakeholders including PCS trade union, HR colleagues and business colleagues to develop strategic, creative and engaging communication strategies with the ability to influence colleagues and stakeholders at all levels
