We are looking for an enthusiastic and dedicated Health and Safety Environment Manager to join our Estates Department

About The Role

This role ensures that the College meets the necessary legislative obligations and drives the continuous improvement of Health, Safety and related Environmental Management in the College. The role holder will act as College’s ‘competent person’ under the Management of Health and Safety at Work regulations, provide training, lead committee meetings, conduct audits, and formulate HSE policies.

Key Responsibilities Of Our Health, Safety And Environment Manager
  • Develop and maintain a positive Health, Safety & Sustainability culture for all College community members.
  • Develop and support the Health and Safety Strategy for College.
  • Develop, review, evaluate, implement and manage the College’s H&S policies and procedures, to meet relevant legislative requirements and best practice.
  • Own and implement a rolling Health and Safety Management Plan covering Fire Safety, Asbestos Management, Risk Assessment, Work Permits and H&S Training.
  • Ensure that H&S policies are adhered to across the College and put in place control measures to audit, monitor and review health, safety and environmental management practices for legislative compliance.
  • Develop and maintain proposed accreditation to ISO45001 and ISO14001 Management Systems.
  • Ensure that the College has access to specialist (competent) health and safety advice in respect to fire safety and risk assessment regime.
  • Ensure that appropriate Risk Assessments are carried out across the College, advise staff with risk assessment responsibilities, and ensure that a central register of risk assessments is maintained and regularly reviewed.

  • Develop and deliver training in health, safety and related environmental matters to meet the needs of departments and the standards imposed by legislation or HSE guidance.
  • Maintain H&S Training records and ensure that training is renewed as appropriate.
  • Investigate and record incidents, accidents and near misses, and report as appropriate; advise the W&E Bursar of any incidents reportable under RIDDOR.
  • Liaise with external health and safety organisations and be a point of contact for health, safety and environmental enforcement agencies.
  • Work with Works and Estates Manager to ensure H&S issues are considered in the design and execution of all Works & Estates projects and ensure compliance by staff and external contractors
  • Ensure the effective implementation of the College Fire and Evacuation Procedure and work with Operations Bursar on fire and any other emergency drills
  • Work with Lets & Events Team on College events and functions, advise on H&S matters and Risk Assessments.
  • Work with HR on staff occupational health issues, including health surveillance and pre-employment screening.
  • Advise and work alongside staff in all Academic Departments to ensure relevant health and safety legislation is covered, particularly Science, DET, Art and Sports.
  • Advise and work alongside staff in all Boarding Houses to ensure relevant health and safety legislation is covered, particularly concerning fire safety.
  • Coordinate and attend College’s Health and Safety Committee and Environmental Committee, taking actions, reports and recommendations to and from the committees.
  • Support the promotion of environmental and sustainability issues throughout the College; measure & monitor the environmental impact from College operations and development.
  • Prepare termly H&S Report to W&E Bursar.
  • Manage the Health Safety and Envirnmental budget as delegated.
  • Provide professional health safety and environmental advice and guidance to staff and other College users, including contractors, pupils and parents, and keep staff abreast of changes in HS&E legislation and Codes of practice
  • Others - To undertake any other reasonable health safety and environmental related tasks as required.
What we are looking for in our Health, Safety and Environment Manager:

Essential
  • NEBOSH Diploma for Occupational Health and Safety Professionals or similar
  • Graduate Member of IOSH or similar membership with other relevant professional body
  • 5+ years’ experience in similar role
  • Evidence of ongoing CPD
Desirable
  • Degree level or equivalent
  • NEBOSH qualification in Environmental Management or similar
  • Chartered Member of IOSH or similar chartered membership with other relevant professional body
  • Experience of working within the Education sector
  • Qualification in construction health and safety
