Position: Health & Safety Advisor

Division: Infrastructure

Location: Tonbridge Depot

Reporting to: Head of Safety & Sustainability

Purpose of The Job

The role of the Health & Safety Advisor is to provide professional Occupational Health and Safety assistance with a focus on workforce health & wellbeing, on the South Rail Systems Alliance based out of the Tonbridge Depot, covering the South East.

  • Safety & Ethics- Support the implementation of the Business Conduct Guidelines, Colas Rail Limited Safety, Health, Environment and Quality (SHEQ) strategy, associated actions and resulting initiatives, to deliver continuous improvement in all areas.

Key Accountabilities

  • Raise the profile of health, safety and wellbeing throughout the business & support accident/incident prevention initiatives.
  • Assist with and undertake H&S surveillance where required of operational sites.
  • Provide professional advice and guidance on the maintenance of the business safety management system to ensure continual improvement and use of best practice.
  • Engage with all employees & Contractors to promote health, wellbeing and fatigue awareness and an overall positive OHS culture.
  • Monitor OHS performance and effectiveness for projects, ensure audit plans / targets are achieved. Undertake OHS inspections when required and co-ordinate thorough investigations into incidents and accidents.
  • Promote awareness and learning through bulletins, training and workshops to improve staff engagement and the quality of fatigue management.
  • Ensure that all accident, incidents and significant close-calls and near misses are reported, investigated and that all lessons learnt from investigations, surveillance and data analysis are disseminated, understood and embedded.
  • Assist in developing, communicating and implementing OSH strategies & initiatives, with specific focus on Health & Wellbeing.
  • Develop & deliver or coordinate delivery of H&S Training/Briefings to Staff as required.
  • Support the management and maintenance of accurate data from monitoring systems and for reporting progress against agreed workplace Health & Safety KPI.
  • When directed, assist if necessary with the preparation of H&S risk assessments and safe systems of work.
  • Assist with the monitoring, analysis of and reporting of H&S performance. Utilise data to highlight areas of further consideration, evaluation and intervention
  • To contribute to the development of systems and procedures, and assurance activities as part of a whole team approach in meeting performance targets.
  • Liaise with the customer and chair stakeholder meetings such as weekly updates on safety performance.
  • Support the Safety and Sustainability Team with chairing supplier engagement forum and fatigue forum.
  • Any other reasonable duties as required from time to time.
  • Undertake Safety on Call – emergency on call which provides out of hours support to the business in the event of an incident (rotating roster).

Experience and Qualifications

Essential

  • NEBOSH General Certificate
  • Experienced in OHS management including understanding of legislation, issues, policies, procedures and practicalities within the infrastructure or construction industry.
  • Competent in assessment techniques such as fatigue, health & capability assessments.
  • Experienced in Behavioural based safety, health & wellbeing techniques.
  • Competent in development and delivering training and workshops for all levels of staff.
  • Highly proficient in use of Office applications: Excel, Word, Visio and PowerPoint
  • Good collaborative and interpersonal working skills, good communication at all levels.

Desirable

  • Lead / Internal Investigator including experience of Human Factors analysis
  • Member of an appropriate professional institute, e.g. IOSH
  • Experience of the industry, in particular Light Rail, Railway or multi-disciplinary delivery.
  • Strong experience of working in a customer led environment
