Social Security Scotland, an executive agency of the Scottish Government, is the largest and most complex IT and digital change programme since devolution. With a lifetime budget of over £300m, delivering a social security system that will support the people of Scotland for decades to come.

This role sits within the Digital Risk and Security branch which comprises 4 areas; security risk and assurance, security architecture, cyber operations, and security engineering and protective monitoring. We are responsible for developing and leading the strategic approach to managing security risk and for developing the operational cyber security function for Social Security Scotland.

DDaT Pay Supplement

This post attracts a £5000 Digital, Data and Technology (DDaT) pay supplement after a 3 months DDaT competency qualifying period. The payment will be backdated to your start date in the role. Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review. This post is part of the Scottish Government DDaT profession. As a member of the profession you will join the professional development system, currently BCS RoleModelplus.

Job Description

  • Lead the day-to-day operational work of the Cyber and Protective Security function, including project and task definition and prioritisation, quality management, operational budgetary responsibility, and management tasks such as recruitment and training
  • Act as the escalation point for operational security issues and incidents, coordinating activity as needed and escalating to the Head of Digital Risk & Security when appropriate
  • Oversee the development of cyber security policy, standards, and guidelines in accordance with best practice
  • Provide formal management information, such as operational budget estimates, operational resource planning, and security activity statistics to the Head of Digital Risk & Security
  • Provide leadership to the security operations team, act as a coach for C-Band team leaders, and provide overall management of the team
  • Initiate and influence relationships with key stakeholders, acting as a senior point of contact for senior stakeholders and influencers
  • Provide leadership and direction to those responsible for the assessment and response to cyber threats, ensuring compliance with relevant obligations
  • Operate as a key contact for security expertise, providing authoritative advice and guidance on operational security controls
  • Direct line management responsibility for up to four C-band staff and approximately 20 B-band staff, including specialist contract staff
  • Responsibility for security budget spend (where delegated)
  • Deputising for the Head of Digital Risk & Security when required, including preparing and presenting material to Ministers and the Cabinet Secretary
  • Representation at security meetings, boards, committees and forums
Person specification

  • Experience of leading an operational security team with a demonstrable understanding of security operations and incident response protocols and procedures. This includes knowledge and experience of delivering security controls and techniques in the context of government security best practice in a cloud-hosted environment.
  • Experience of using strong communication skills to engage strategically and tactically with a wide range of internal and external stakeholders. This includes the ability to produce clear and concise management information and security incident reports and briefings either verbally or in writing.
  • Demonstrable experience and track-record of successfully delivering and operating enterprise-level security solutions in support of corporate security programmes and projects.
Annual Leave - You will receive 25 days annual leave on joining us. This will increase to 30 days after four full years of service. You will also have 11.5 public and privilege days of leave every year. We also offer Flexi-time. Any extra hours you’ve worked can be taken as leave when suitable.
