Summary

This is an opportunity to lead and direct multi-functional teams in the fight against Serious and Organised Crime, which is one of the gravest threats to our national security - blighting communities, ruining lives and costing the UK well over £20 billion every year. Investigations is the core crime fighting capability of the NCA.

We must protect the public from the most serious threats by disrupting and bringing to justice those serious and organised criminals who present the highest risk to the UK. We take an intelligence-led approach and concentrate on tackling the criminals and risks to the public which are beyond the capability or capacity of other law enforcement bodies.

Our work is largely focused on investigating Organised Immigration Crime, Human Trafficking, Child Sexual Exploitation and Abuse, Economic Crime, Firearms, Drugs, Kidnap and Extortion and Money Laundering - to name a few.

The Investigations Command provides a flexible, shared operational capability, designed to maximise the impact of the UK’s collective resources against serious and organised crime. Our teams respond to a broad range of threats, many of which also remain a responsibility for police forces and other agencies as well as private industry.

Job description

Key responsibilities will include :

  • Accountability for end-to-end delivery of NCA Operations and performance reporting, integrating capabilities across NCA departments and partner organisations in order to deliver operational impact against the SOC Threat.
  • To make decisions, at the appropriate level, which maximise the ability of the NCA to deliver its strategy and mission.
  • To ensure that operational risk is managed effectively within the organisation, whilst ensuring appropriate use of NCA resources and adherence to corporate standards and policies.
  • Lead a multi-functional team to quality assure, develop and deliver strategic and tactical intelligence to Agency operations, investigations and prevention initiatives.
  • Oversee and authorise operations, disruption and safeguarding activity and projects, ensuring that all operational activity is prioritised and aligned with strategic objectives, nationally agreed standards, complies with statutory provisions and relevant control strategies.
  • Provide advice on legislation, policy, tactical options and evidential opportunities to assist the planning of investigations and operations.
  • Provide high level response and guidance to those investigating major/serious crime and critical incidents including linked cross border offences, co-ordinating services for optimal efficiency and effectiveness through engagement with law enforcement partners.
  • Identify cases, investigative practices, procedures and lessons learnt that have the potential to impact on major/serious crime investigation and training.
  • Manage organisational change activity and effectively plan and communicate proposed changes with staff and stakeholders.
  • Oversee the achievement of performance indicators and budgetary controls in support of business/operational planning.
  • Act as designated authorising officer for appropriate legal authorities (as appropriate).
  • Lead on professional standards and provide guidance and assistance to internal departments and partner agencies on the handling of complaints, criminal and misconduct allegations that impact on organisational delivery or the Agency’s reputation (as required).
  • Manage, coach and develop NCA staff.
  • Lead on building effective internal and external partners relations and work collaboratively with stakeholders and external partners.
  • Lead, promote and implement Health & Safety measures and ensure risk assessments are conducted effectively in line with Agency policy and safety legislation.
  • As part of the National Crime Agency (NCA) Senior Management Team lead on strategic areas of work as directed by the Deputy Director.

  • As part of the National Crime Agency (NCA) Senior Management Team, lead on strategic areas of work as directed by the Deputy Director.
  • Lead and direct multi-functional teams to quality assure, develop and deliver strategic Agency operations, investigations and prevention initiatives.
  • Oversee and direct operations and projects and ensure that all operational activity is prioritised and aligned with relevant legislation, codes of practice, strategic objectives and complies with statutory provisions and relevant control strategies.
  • Oversee the deployment of all operational support resources in support of major crime and critical incidents in the UK and overseas (as appropriate).
  • Lead the effective implementation of investigations and ensure that resources are deployed safely.
  • Evaluate, authorise and review proposed investigations, ensuring that they are ethical and comply with legislation, policy and procedure.
  • Manage resources effectively with financial control of departmental budgets.
  • As part of the senior management team support Deputy Directors to ensure that the Agency’s reputation is protected and enhanced.
  • Lead the department, manage, coach and develop staff.
  • To manage issues relating to the performance and conduct of officers (as required).
  • Lead on building effective partner relations and work collaboratively with stakeholders and external agencies to include overseas law enforcement agencies.
  • Lead, promote and implement Health and Safety measures and ensure risk assessments are conducted effectively in line with Agency policy and safety legislation.
