Flexible Workforce Development Fund Manager

Business Development Department

Fixed Term Contract 17.5 hours per week


Start date: June 2022 - 31 March 2023


Salary: Grade 7 Points 32 to 37


£37,000 - £41,257 per annum pro rata(subject to pending job evaluation)


West Lothian College are looking to appoint a Flexible Workforce Development Fund (FWDF) Manager to manage the efficient and effective delivery of the Flexible Workforce Development Fund. This key role, based within our Business Development Department will be hybrid with attendance on campus approximately 1-2 days per week.


This is a great opportunity for a highly motivated individual, with a drive to succeed who can provide a supportive service whilst working with a wide range of internal and external partners. The successful candidate will manage the team responsible for the fulfilment and delivery of the FWDF. Also key to the Post is the management of systems to ensure effective and efficient data collection, processing and reporting, as well as assisting in the identification and subsequent implementation of streamlined processes.


The Postholder will work collaboratively with the Leadership Team and all Managers to identify innovative solutions/improvements to the FWDF programme. They will manage the organisation of training provision by the college’s Associate Trainers. Key to this Post is over-seeing the development and maintenance of effective timetabling of the FWDF courses. Frequent liaison with Associates will be required regarding the development and implementation of improvements to existing and new courses. The completion of statutory returns and reports to external bodies is also required, supporting the quality audit process of the awarding bodies, the Scottish Funding Council and Education Scotland.


The successful candidate must be educated to SCQF Level 9 and ideally hold a Management qualification. Excellent verbal and written communication skills are required as well as highly developed skills in the provision of robust management reporting and forecasting. It is essential the Post-holder has skills in the creation, development and implementation of programme fulfilment and delivery. Project Management skills and evidence of staff supervisory experience are key.

Interviews will take place over Microsoft Teams. Those shortlisted for interview are required to deliver a 10 minute Presentation on "My planned approach and key considerations when developing and delivering complex projects”
