Job summary

Planning is at the heart of delivering the Department’s vision to support people, places and communities. It plays a critical role in bringing forward the new homes the country needs, delivering environmental objectives, and facilitating the infrastructure necessary to support economic growth.


Environmental assessment is a tool used in decision-making on the acceptability of large-scale development. It seeks to identify the environmental effects of development, and ways to manage this impact, so that the choices are clear for decision-makers and the public. Over time assessment reports have grown exponentially in size, to the point that reports have become inaccessible to most, and assessment has lost much of its influence over decisions.


The planning system is undergoing significant reform. The Levelling Up and Regeneration Act contains an ambitious package of reform to deliver better development, and improved environmental outcomes. The Act provides the powers to reform the EU derived processes of environmental assessment – Strategic Environmental Assessment and Environmental Impact Assessment. Over the next year, the Department will be taking forward a major implementation programme to deliver these reforms.

The role sits in the Planning Policy division in the Planning Directorate. The division is leading work across Government to deliver ambitious reforms to the systems of Strategic Environmental Assessment (including Sustainability Appraisals) and Environmental Impact Assessment. We are introducing a clearer and simpler process where relevant plans and projects (including Nationally Significant Infrastructure Projects) are assessed against tangible environmental outcomes set by government. This is an exciting area of work at the heart of the environmental planning reform programme.


Our remit requires us to work closely across the union and government; and with industry and users to help streamline the process of assessment to improve the delivery of major development including nationally significant infrastructure projects and the Secretary of State’s strategic scale housing ambitions. There is a significant level of interest in this work, which will result in a number of intersecting regulations and guidance.


We currently have a vacancy for a Grade 7 into the Environmental Assessment team - either on level transfer or promotion - to drive delivery of our reforms through secondary legislation and planning guidance.


You can expect the work to be fast-paced and challenging, but also rewarding, as it offers the chance to deliver a top government priority.

You will co-ordinate our work to deliver reforms on behalf of Ministers, with strong interest from the highest levels of government.


You will lead on strategy and implementation planning to deliver our ambitious reforms to environmental assessment - working with others across government. You will carry out strategic engagement, as well as managing departmental responses to external reports and correspondence. You will have line management responsibility for a small team.


This role is suitable for someone with excellent organisation skills, and who is used to a high level of visibility in their current role.

Job description

You will drive progress across the team to deliver a cross-government response to our consultation that closed in June. You will manage the daily asks of the team from across government for the environmental assessment portfolio.


You will help manage the delivery of the team’s strategic priorities, including:

  • Developing the new system of Environmental Outcomes Reports
  • Ensuring the new system operates across land and sea, and national borders
  • Keeping reforms on track for timely delivery
  • Ensure cross-government alignment on reforms and other key policies (ranging from related environmental matters through to renewables development)


The post is an opportunity to work on a high-profile policy area as part of a friendly team.


Key responsibilities:

  • Oversee the approach to delivering reforms, including the legislative strategy and sequencing, and work to pilot and prototype aspects that are novel or involve significant change
  • Plan for the delivery and implementation of Environmental Outcomes Reports - ensuring that workstreams and key deliverables are on track, risks are managed, and that any gaps and opportunities to join-up are identified and addressed.
  • Lead the strategy team to ensure successful coordination and delivery of the reforms
  • Co-ordinate the wide range of interests in the reform programme including the Devolved Administrations to deliver timely and effective regulations
  • Manage relationships with key stakeholders across government
  • Manage cross-government asks of the wider team
  • Drive forward the process of transferring functions under the Scotland Act
  • Lead on responses to external reports and correspondence


Person specification

Essential criteria:

  • Must have proven experience in delivery of a programme or project at pace
  • Experience in effectively identifying and managing risks to drive timely delivery
  • Comfortable working at pace and under pressure
  • Excellent written and verbal communication skills


Highly Desirable:

  • Prior external experience of planning or environmental policy in local government, a statutory nature conservation body, non-governmental organisation or the development industry

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
