Job description

The People Capability & Change (PC&C) Directorate provides direction, drives change and delivers support on the Department’s people issues. We are an exciting, fast-paced place to work, and we operate as a single team, working flexibly across projects as required, to use our combined knowledge and expertise in the most effective and efficient way.

This is an exciting time to be joining the HR Operations Centre within PC&C as we drive forward changes for the recruitment, on-boarding and transactional services teams. We have for the first time, moved all three teams under the same portfolio to provide centralised, more efficient processes.

The HR Shared Service Centre Manager will:

  • Lead the day-to-day operations of the HR Shared Service Centre, ensuring the team provide a high-quality service to all customers.
  • Managing the overall performance of the team, ensuring timely and quality assured delivery of first-line HR services and advice to the organisation. This will include payroll, pensions, Onboarding and all HR lifecycle enquiries
  • Work with colleagues (including Finance, Digital and the Information Security team) to ensure the smooth integration of HR Operations policy, systems and processes with other HR and Corporate Services activities.
  • Consider alternative ways of working that improve productivity, quality and utilise available technology. Embed a culture of continuous improvement, within the team.
  • Conduct analysis of enquiries received through the HR inbox to identify trends and report on the HR Shared Service centre performance
  • Lead or participate in cross-Government improvement projects.
  • Payroll authorisation and associated reporting, Pension interface reconciliation
  • Escalation point for complex cases including management of cases with finance implications
  • Liaison with GIAA to undertake Audit checks on payroll, pension and HR Service Centre processes

The successful candidate will be encouraged to undertake a professional learning qualification as part of the role through the Level 5 HR Consultant Partner apprenticeship to obtain a CIPD qualification, if this is in line with both business needs and the individual’s development needs. SIFT AND INTERVIEW DATES

Sifting is envisaged to take place W/C 6th of March with interview dates to be confirmed. All interviews are currently being held remotely via videocall.

RESERVE LIST:

Internal Fraud Database

The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to DLUHC as a participating government organisations. DLUHC then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
